Method to Acquire: Speak to with Sue on Chapter 9.
Damage - It starts off pretty good, and gets a whole lot better. He should max it most of the time.
Critical - Support him with Sue to boost it a bit, and give him a Killer Bow or a Killing Edge to send it skyrocketing.
Speed - He'll ALWAYS be hitting twice. Not even those annoying 18 speed Mercenaries on Hard Mode get hit only once.
Dodge - It's pretty high, especially if he has the weapon advantage. On average, he has 73(77) dodge as a level 20 Nomadic Trooper without weapon advantage.
