Critical - It's not that bad. It's a minimum of 16. He starts with 11, then add 5 for Lightning. Still, both Lucius and Serra have a higher Critical rate then him.
Speed - It's not that bad. He starts with 20, so he'll only be hit twice by a few units. Still, it's not all that great either.
Dodge - He starts with a dodge of 50, and ends with around a dodge of 53. It's not that impressive, but it may be enough.

Rating - 5/10. Yeah, you can use him. But why would you want to? He comes near the end of the game and his supports take forever to build. The only stats he'll beat Serra and Lucius on are HP and Defense, and not by much in either stat. You get both Serra and Lucius for a very long time.
