FMP - Civil Guard 1940

After the Winter War the Finnish Defence Forces was largely re-organized. On 23.3.1940 the new headquarters called Land Forces Staff (Maavoimien esikunta, Maav.E), former Karelian Isthmus Army, took the command of Kymmene [Kymi], Savonlinna, Mikkeli, North Karelian, North Savo, Kainuu and Northern Civil Guard Districts as well as the remaining local Civil Guards from the former suspended Viborg [Viipuri], Lappeenranta and Sortavala Civil Guard Districts.

Regional Organization 1940 - 1941

New regional organization was ordered on 28.5.1940 and the orders for the forming of new Civil Guard Districts (Suojeluskuntapiiri, skp.) and their temporary Chiefs were given by Finnish Supreme HQ on 4.7.1940. Organizational changes in Civil Guard (Home Troops) and Land Forces (formerly Field Army) were done gradually and became official in February 1941.

The so called "Regional Organization" [Aluejärjestö] which planned and organized mobilizations and demobilizations became officially part of the Civil Guard Organization and the former overlapping Civil Guard Districts and Military Districts were merged together. A total of 34 Civil Guard Districts were under the command of 16 new Military Provinces (Sotilaslääni, sl.). Each of them had two or three Civil Guard Districts except Helsinki Military Province which had only a large one. Between local civil guards and Civil Guard Districts were - like earlier - Civil Guard Regions (Suojeluskunta-alue, ska.).

In case of mobilization Military Provinces would form 16 war-time Division HQs (Divisioonan esikunta, DE) while the 34 Civil Guard Districts would form a total of 35 war-time Regiment HQs (Rykmentin esikunta, E/JR), Infantry Regiments (Jalkaväkirykmentti, JR) and Field Artillery Battalions (Patteristo, Psto). Helsinki Civil Guard District would exceptionally form two of the each mentioned units. After the Winter War suspended war-time divisions had become 13 brigades of which most belonged to five army corps. Each of these peace-time brigades would form one war-time infantry regiment and one field artillery battalion for 13 divisions. Three divisions would thus be entirely formed by the Civil Guard Organization.
