Dan, I'm afraid your questionnaire was far too involved for someone who is not a lawyer to respond to intelligently.  I'm not running for judge or attorney general so I really don't know the intricacies of divorce and custody laws and how they are applied.  I can say that I don't believe that the mother is automatically always the best custodian of the child.
However, my strongest belief about divorce law is that children are too often used by their warring parents as weapons against each other and their interest is last on anyone's list.

Subject:       Survey Response

We have not received your completed survey. For your convenience you can copy and paste the questionnaire to a file from this addresses and reply via email: http://www.geocities.com/fightbigotry2002/survey.htm  Since the primary is coming up on September 10, 2002, it is very important for the voting public to be informed on your position.

The issues of Family Law, Children's Rights and Domestic Violence are
Concerns of the public. With 50% of marriages ending in divorce, thousands of custody decisions being rendered every year in Maryland and literally hundreds of domestic violence cases coming before the courts, most of your constituents have known or been themselves personally affected by these issues. While transportation and other issues are being currently aired, the issues raised by the survey speak directly to most people. Even though you may or may not be an
attorney or feel that you are qualified to respond, bills do come to be
voted upon. Your beliefs and knowledge of the subject will indicate the manner in which you may represent the people of your district.

If you feel that you need more information on the subject, we invite you to search the web on SAID, domestic violence and child custody by using yahoo or google, there are a number of viewpoints on these issues. You are welcome to start by accessing our website, we speak from a civil rights point of view. There are other local Maryland Organizations on the web that give their points of view such as The Children's Rights Council, Maryland Fathers and others. You can see these at http://www.geocities.com/dscott8186/organizations.htm
