SPECTRE
The 5th Special Operations Fleet, designated Spectre, performs the missions where Starfleet Command's presence is required but the knowledge of Starfleet Command's presence could have detrimental effects to the Federation. Missions for Spectre range from intelligence gathering to medical relief missions to tactical operations deep within enemy territory. To maintain the fleet's unknown presence all ships in Spectre are equipped with Phasing Cloak devices. An addendum to the Treaty of Algeron was made during the Dominion War and Starfleet Command may retain one fleet with phasing cloak devices as long as the Romulan Empire is kept informed of the number of ships so equipped. Starfleet Research & Development dusted off the old Transwarp experiments performed with the USS Excelsior and updated them with captured Borg Technology to create a functional Transwarp System. Each of the ships of the Spectre Fleet are equipped with Transwarp Drive to facilitate rapid deployment of the Fleet.
The 5th SOF is Commanded by Commodore Sekar. Second in Command is Fleet Captain Thespar
The Fifth Special Operations Fleet is part of Starfleet Special Operations Command. SSOC is Starfleet Command's Covert Operations Tool.
