This project has the objective of offering access to information
and communications technologies to the country’s rural
communities by means of the nationwide implementation of 1,050
rural Internet establishments.
The winning operator must provide connectivity for providing
Internet.
The MTC will be responsible for undertaking induction of demand
(dissemination and training) efforts.

ADVANTAGES OF THE PROPOSAL
Investment in a stable, dynamic country open to foreign
investment; A clear and transparent legal and regulatory

process for granting the concession Development of additional
services based on the technological platform constructed.
CHARACTERISTICS OF THE TRANSACTION OFFERED
Since this deals with the transfer of intangible assets, the
mode applicable will be as established in Section a) of Article
2 of Legislative Decree Nº 674
STATE COMMITMENTS
To provide the co-financing required for the project
INVESTMENT COMMITMENTS
The supply, operation and maintenance of the telecommunications
infrastructure necessary for Internet access
THIRD PARTY COMMITMENTS
OSIPTEL and the MTC will be responsible for monitoring and
evaluating the project.
FINANCIAL STRUCTURE
The project will have co-financing. The amount of investment
estimated for the Rural Telecommunications Project is US $ 9
million
PROCESS STATUS
The Private investment Promotion Agency (PROINVERSIÓN) executive
board agreement was ratified September 13, 2006; it was agreed
to incorporate the "Implementation of Rural Telecommunications-
Rural Internet” program into the private investment promotion
process. Supreme Resolution N° 083-2006-EF gave the PROINVERSIÓN
Title and Projects Committee the responsibility of going forward
with the private investment promotion process for the
"Implementation of Rural Telecommunicas- Rural Internet” program
indicated in the preceding paragraph.
