FEM stands for the Pres. Ferdinand E. Marcos Scholarship Program for Fisheries. The first batch of scholars were selected in 1980 and obtained their degree in BS Fisheries in 1984. This scholarship program was administered by the Bureau of Fisheries and Aquatic Resources.

The program was renamed to the BFAR (Bureau of Fisheries and Aquatic Resources) Scholarship Program or the FSP (Fisheries Scholarship Program). The reason for changing the name is obvious.
