Thranduil
He does not have a role at all in The Lord of the Rings, but he is quite important in regards to Legolas, because he is his father. Thranduil is the King of the Silvan Elves who dwell in Mirkwood. He is a Sindarin Elf, with golden hair and a wooden staff carved from oak. He wears a crown of woodland flowers in the summer, and of berries in the autumn. I do not know much about him, as I have not read all of Tolkien's works. Thranduil is the Elvenking mentioned in The Hobbit, and there is a brief mention of him in The Silmarillion. As soon as I learn more about him, I will be sure to add it. Forgive this short biography!
