These used to be an item of clothing, worn when it was raining. They were waterproof, windproof and provided excellent protection from the bad weather. Now, they're a fashion item!
They are now available in most high street stores, i've seen them in TopShop, H&M, West One, Pilot etc... You can buy woolen ones and lacy ones! I prefer the woolen ones, as with this horrible English summer we're having over here, they keep you warm.
