CONSTITUTION
We, the Filipino-Chinese Catholic Youth, responding to the call of the Divine
Providence, and impelled by the desire to spread Christian values and to form
Christian communities of Filipino-Chinese youth in the Philippines, do hereby
ordain and promulgate this constitution.
ARTICLE I - Name of the Organization
Section 1 - The organization shall be known as the Filipino-Chinese Catholic
Youth.
ARTICLE II - Vision and Mission
Section 1 - FCCY Vision: A dynamic organization of spiritually mature Filipino-Chinese
Catholic youth.
Section 2 - Missions of FCCY:
• To bring the Filipino-Chinese youth closer to God by creating programs
and activities that will lead to their spiritual upliftment.
• To create venues for the youth to actively participate in the mission
of the Church.
• To organize activities that will develop the potentials of the youth.
• To perform apostolate duties and activities that are sanctioned by the
school, parish or National Directorate.
ARTICLE III - Membership
Section 1 - Any Filipino-Chinese Catholic, currently a high school student,
who believes in the principle of the organization may become a member of FCCY.
ARTICLE IV - Membership Classification
Section 1 - Regular Members. Those who have attended the Youth Encounter and
as such have all the rights, privileges and responsibilities of a bona fide
member.
Section 2 - Candidate Members. Those who have not attended the Youth Encounter
and as such are not being entitled to be appointed to any ministerial positions,
and chairmanship to any committee.
Section 3 - Exceptions to Section 2
• If the Candidate Member is exceptionally active in the FCCY
• That he/she would attend the first available Youth Encounter upon his/her
return from any national FCCY activity
• His/her participation is subject to screening by the Chapter Moderator,
Coordinator and Ministry Heads
Section 4 – Senior Active Members. Those who have graduated from high
school but requested by FCCY or the Chapter Coordinator to stay and serve the
organization.
Section 5 – Honorary Members. Those who have performed outstanding services
to the FCCY or in his/her own field of apostolate, may be conferred honorary
membership with a majority vote by the governing body of the chapter. They shall
have no rights or obligations in the organization.
ARTICLE V – Membership Fee and Dues
Section 1 – Chapter membership fee and monthly dues shall be determined
by the chapter officers and shall be set at a minimal amount.
Section 2 – Each chapter shall be obligated to pay to the national office
the chapter and registration fees. The amount of which shall be determined by
the National Directorate and set at a minimal amount to run the national office.
ARTICLE VI – Duties of Members
Section 1 – To participate actively in the activities of the FCCY and
contribute toward the realization of its missions and vision.
Section 2 – To pay membership fee and monthly dues and other assessments
and fees that may be required from time to time.
Section 3 – To regularly attend Eucharistic celebrations, worship assemblies,
prayer group meetings, culture and spiritual growth talks and actively participate
in the discussions and deliberations during general membership and special meetings.
Section 4 – To abide by the rules and regulations of the FCCY.
ARTICLE VII – National Activities
Section 1 – There shall be a National Convention every two (2) years to
be hosted by a chapter. The next host chapter and venue shall be determined
during the current National Convention.
Section 2 – The National Convention shall be during summer time.
ARTICLE VIII – Chapter Officers
Section 1 – The Chapter Officers shall be:
• Spiritual Formation Ministry Steward
• Chapter Secretary
• Communications Ministry Steward
• Love and Fellowship Ministry Steward
• Finance Ministry Steward
• Music Ministry Steward
• Liturgy Ministry Steward
• Coordinator
• PRO
• Care Group Stewards
Section 2 – The chapter officers shall form the Chapter Governing Council,
which shall be the planning and approving body of the chapter.
Section 3 – No member shall be appointed chapter officer unless he/she
has been an active regular member of such chapter for at least one (1) year,
or as may be decided by the Chapter Governing Council.
Section 4 – The Chapter Governing Council, Chapter Coordinator, Chapter
Moderator and Chapter Spiritual Director shall appoint the next chapter officers.
Section 5 – Chapter officers shall serve for one (1) year per term of
office and may be re-appointed for another term in the same office.
Section 6 – Assistant Stewards may be appointed and other ministries created
depending on the necessity of such offices.
ARTICLE IX – Chapter Ex-Officio Members
Section 1 – The Chapter Spiritual Director, Chapter Coordinator and Chapter
Moderator shall be ex-officio members of the Chapter Governing Council.
ARTICLE X – Duties of the Chapter Officers
CHAPTER COORDINATOR / FINANCE MINISTRY STEWARD
1. Reports directly to the Chapter Spiritual Director, Chapter Moderator, Regional
Steward and National Spiritual Director.
2. Informs the Chapter Governing Council and members of National and Regional
activities.
3. Sees to it that members are informed to all FCCY activities.
4. Sees to it that prayer group members regularly attend prayer meetings, chapter
assemblies, Eucharistic celebrations, culture and spiritual growth talks and
other FCCY activities.
5. Meets with the Chapter Governing Council from time to time.
6. Keeps a complete record of all members.
7. Keeps and disburses funds.
8. Submits regularly financial report as required by the Chapter Governing Council.
9. Keeps records of all fund movements.
10. Provides funds for use of the different chapter ministries.
11. Performs other duties that may be assigned from time to time.
SPIRITUAL FORMATION MINISTRY STEWARD
1. With the assistance of the Chapter Spiritual Director and Chapter Coordinator,
sees to it that the desired spiritual growth of the members are attained.
2. Sees to it that the FCCY's mission and the national programs and directives
are followed and implemented in coordination with the Regional Steward and Chapter
Coordinator.
3. Calls and presides over all meetings of the chapter.
4. Makes follow-ups with the different care groups regarding their monthly prayer
meetings.
5. Decides on matters concerning the Chapter with consultation from the Chapter
Coordinator and Chapter Spiritual Director.
6. Attends the quarterly Regional Officers Meeting.
7. Performs other duties that may be assigned from time to time
CHAPTER SECRETARY / COMMUNICATIONS MINISTRY STEWARD
1. Takes care of all incoming and outgoing communications.
2. Advises the Chapter Spiritual Director, Chapter Coordinator and School Unit
Moderators beforehand of all meetings and activities.
3. Prepares the agenda and take minutes of all meetings.
4. Keeps a complete record of all the members.
5. In-charge of the LINK
6. Coordinates with the National Link Steward on all articles of publication
in the FCCY Link.
7. Gathers articles for publication.
8. Edits all articles before forwarding them for publication.
9. Encourages chapter members to read religious articles by updating them regularly
of publications best suited for the youth.
10. Updates the bulletin board.
11. In-charge with documentation (pictures, articles regarding activities of
the chapter).
12. Performs duties that may be assigned to him/her from time to time.
LOVE MINISTRY STEWARD / FELLOWSHIP MINISTRY STEWARD
1. Keeps a complete record of birthdays (members, teachers, members' parents)
and send greetings at the appropriate time.
2. Acts as program chairperson during chapter fellowship.
3. Coordinates with the Chapter coordinator regarding parish activities involving
FCCY such as vigil services, Christmas programs, anniversary and feast day celebrations,
etc
4. Conducts ministry meetings.
5. Comes up with activities for the chapter.
6. Performs other duties that may be assigned to from time to time.
LITURGY MINISTRY STEWARD
1. Takes charge in the preparation of all liturgical services of the FCCY, in
coordination with the Campus Ministry Office.
2. Schedules and gives training to all members of the FCCY as altar servers,
reader/lectors, commentators and gift offerers.
3. Prepares missalettes and others liturgical rites materials when necessary.
4. Coordinates with the Music Ministry for the appropriate songs needed for
the liturgical rite.
5. Assists care group stewards during their care group prayer meetings.
6. Suggests themes or topics for prayer meetings.
7. If possible, organize a talk on how to conduct prayer meetings.
8. Takes charge of the weekly personal reflection of the gospel. (assign members
to write, request alumni, teachers, priests)
9. Performs other duties that may be assigned to him/her from time to time.
MUSIC MINISTRY STEWARD
1. Keeps abreast with new religious songs and action songs; introduces and uses
them in chapter assemblies, prayer group meetings, spiritual formation seminars,
masses, etc.
2. Organizes a choir to sing during Eucharistic celebrations and other parish
and chapter activities.
3. Makes every gathering lively through songs.
4. Holds monthly music practices.
5. Keeps all music materials of the chapter such as songbooks, guitars, etc.
6. Coordinates with the music ministry of the fccs regarding music practices.
7. Come up with compilation of songs (acetates).
8. Performs other duties that may be assigned from time to time.

CARE GROUP STEWARD
1. In direct contact with members.
2. Leads the monthly care group prayer meetings.
3. Sees to it that care group members are informed of all FCCY activities.
4. Sees to it that care group members regularly attend prayer group meetings,
chapter assemblies, Eucharistic celebrations, culture and spiritual growth talks
and other FCCY activities.
5. Keeps a complete record of the care group members. (birthdays, contact nos.,
etc.)
6. Keeps a record of their members attendance. Makes follow-up if necessary
for those who don't attend meetings.
7. Makes follow-ups of their members academic standing and conduct.
8. Performs other duties that may be assigned to him/her from time to time.
ARTICLE XI – Chapter Activities
Section 1 – The chapter shall meet every three (3) months for
fellowship and general membership meeting on a day and venue to be decided by
the Chapter Governing Council.
Section 2 – The Chapter Governing Council shall meet every month on a
day and venue decided by the council itself.
Section 3 – The chapter shall organize and conduct other activities such
as recollections, retreats, corporal works of mercy and other related activities
with prior approval from the Chapter Spiritual Director, Chapter Moderator and
Chapter Coordinator.
Section 4 – The chapter shall meet every Sunday for Eucharistic celebration
at a designated church and time.
Section 5 – In consultation with the Chapter Spiritual Director, Chapter
Moderator and Chapter Coordinator, it may hold fund raising activities that
shall not be in conflict with the Church teachings.
Section 6 – The Chapter Moderator, Chapter Coordinator and Care Group
Stewards shall meet at least once every two (2) months to assess the development
of the prayer group and its members.
Section 7 – The care groups (prayer groups) shall meet at least once a
month for prayer meetings.
