Falls Church Transportation and Community Sustainability Plan
Citizens Advisory Committee on Transportation Notes

The Need:

    - Public safety is of paramount concern
    - Previous land use planning will provide the starting point.
    - Our community can offer an excellent quality of life to its residents
    - Surface transportation relies on interconnected modes of travel. 
    - The City's transportation system must provide people with more transportation choices
    - Efficiency in the system can be improved
    - Motorized vehicles require roads that work effectively
    - Bicycles provide a low-cost alternative to automobiles 
    - Travel by foot needs to be safe and convenient
    - Public transit has a significant role in moving people 
    - Preparing for future use of all modes requires careful consideration now.
Objectives:
    Improve the efficiency of the transportation system by:
    - Studying the impacts and efficiency of the current system and developing a set of recommendations for reducing the impacts of these problems on the community.
    - Studying local transportation-related patterns and developing a set of recommendations that will encourage greater efficiency in the system.

    Reduce the need for motorized trips to satisfy basic needs by:
    - Studying the strengths and weaknesses of the City's spatial layout and preparing a set of recommendations for enhancing its viabilityStudying the City's land use patterns, particularly those elements likely to affect the community's sustainability and developing recommendations based on sustainable development concepts.

    Empower residents to more effectively create a sustainable future for their own community by:
    - Conducting a visioning process through an intensive workshop to help identify local visions for the City's future and assisting in the recruitment and training of residents, business owners, local government officials, and members of the development community to join the long-term effort to craft detailed strategies for implementing a sustainable future.
    - Provide continuing opportunities for members of the public to get involved in the process and to have their voices heard. 
    - Seriously consider input from members of the public in the development of the alternative scenarios and the final preferred scenario. 
    - Conducting specialized outreach efforts on key aspects of the project, like sustainable development and downtown revitalization.

Elements of the Plan:

(a)Analysis of the City's Transportation System - Motorized travel demand and capacity. Focus on mobility and safety concerns. 

(b)Analysis of Commercial Activity Center Sustainability - Transportation elements to promote economic development at Crossroads (town square concept), West End, Washington Street Corridor, etc. 

(c)Analysis of Land Use - Create a baseline picture of existing and projected land use in the City, both within the city limits and on the periphery. Utilization of Geographic Information System databases to empower decision makers and planners

(d)Analysis of Non-Motorized Travel - Perform a bicycle and pedestrian audit of the City to determine how to integrate these modes with vehicle traffic to achieve a balanced network. 

(e)Creation of Alternate Scenarios - Based on the analysis above. How can we work to achieve a balanced transportation vision for the City? 

(f)Action Plan - This would include a step-by-step process for achieving the vision. For transportation-related projects, this could mean preparing proposed modifications to the regional Transportation Improvement Plan (TIP).A timeline would be included to ensure deadlines are met and promises kept.

Outreach, public involvement and evaluation elements should be considered throughout the process.
