Problems that faces the Union          Training

The Medical Services :

In 2002, and in collaboration with UIZENSEN-Japan, our trade union established a medical center that serves more that 15000 workers at Al-Hasan Industrial State- Irbid (QIZ Area). The cost of establishment reached about US$ 110,000. US$ 92000 was paid by our friends The Government of Japan, as a donation from the Japanese workers, trade unions and government o the workers of Jordan. That donation was presented in the form of medical equipment.

By the beginning of Jan 2002, the medical center was opened and immediately started to receive patients. By the end of the year 2002, the number of workers who benefited from the center's medical services reached 17,800 workers. This year and by the end of June, the number of the workers cured in the medical center reached 13514 workers.

Workers are being cured at both their job sites as well as the medical center; which contains a number of clinics:

Firstly: The Gynecology Clinic
This clinic contains:
- a digital color ultra sound system for the examination of the
internal organs, gall bladder, pancreas spleen, pelvis lymph node etc.
- Women's health care gynecology and obstetric.
- Fetal Profile.

Secondly: The General Clinic which contains

A 3-channel E.C.G to:
- Reveal and analyze the cardiac electricity.
- Gives immediate diagnosis of several heart diseases, such as: arrhythmias, angina pectoris and heart failure.

Spiro Meter
- Performs pulmonary function tests that reveal several pulmonary diseases such as: Bronchial asthma. Bronchitis and any other diseases related to environmental pollution.

Audio Meter
- It provides quantitative measurements of the hearing levels.
- Helps in the early diagnosis of hearing loss and deafness.
- Determines the cause and helps in prevention and early treatment.

Thirdly: The Dental Clinic

It includes comprehensive:
- Digital Dental Unit
- Dental X-Ray Unit
- Modern Sterilization Techniques.

Some of the Problems which face Our Trade Union :

Our Trade Union is well-organized; it registers and follows up every complaint whether it is individual or collective. We try to solve it as much friendlily as we can, using our relations. Then we may notify the Ministry of Labor the, Ministry of the Interior, Prime Ministry and in some cases we may contact the embassies of some countries calling them to cooperate with us to resolve some complicated problems. But because of the massive number of workers and jobsites, and the lack of material abilities of our trade union, we find it very difficult to follow up and settle some problems. The following is a quick review for the main problems of the workers that the trade union lives everyday. We are going to talk only about those we face in the companies at QIZ as the detailing in these problems, needs special lengthy reports. Also, because these problems passed breaking laws of investment, and began to affect negatively our society and threaten the investment and economy in Jordan.

Firstly: Foreign Labor and the Problems Accompany Employing Them

The government gives the investor the right to bring not more than 40% of the labor from outside Jordan. Migrant worker, by law, should be substituted within almost three years by a Jordanian worker. Investors break the law exceeding this percentage. They argue that their investments are expanding and there is not enough technical experience in Jordan; that is why they import more foreign labor. The facts we collected confirm that there are other reasons for that. They use the foreign labor by making two-year contracts with the workers then they bring new ones, so that you can never find any worker who spent three years. Actually, the investors finagle to increase and diversify the foreign labor which is incompatible with the core of law. These are the main issues:

a- Investing companies do not train Jordanian labor so that they can be qualified to substitute the foreign labor. On the contrary, they are employing them in subsidiary and service jobs.
b- Some companies do not obtain work permissions for the Migrant workers which make their work and residence illegal in the country. On the other hand they cause losses of millions of dollars to government treasury by evading paying the issuance fees of these permissions.
c- Other companies do not pay the workers affiliation fees for the Social Security Corporation, or their payments are not up-to-date. This along with the nonattendance of firm control on these companies from the government causes damages to each of SSC and migrant workers.
d- Other companies do not pay the wages of the workers for many months, besides forcing them to work for long hours without paying them for the overtime work. The trade union, registered many cases of defrauding the workers. In most cases workers had to go on strike to obtain their remunerations. These rights were not usually paid unless the trade union interferes and pressure the ministry of labor to mediate.
e- Because of the cultural differences among the migrant workers themselves on one hand and between them and Jordanian workers on the other hand, clashes happen from time to time. The trade union registered many cases of dispraised discrimination, many cases of battery, robbery and collective attacks on the Jordanian workers and even police forces.
f- Workers speak many different languages, this forms a great challenge to the trade union in its efforts to foster consciousness among workers of different cultures, to tell them about their rights and duties and to convince them that the trade union is the right place to go in order to solve your problems or secure your rights.
g- Because of the domination of industry owners over the workers, the firm instructions of the housings they live in and the long work hours, we noticed that even those workers who want to resort to the trade union either they can not find the right time or can not overstep the restriction imposed upon them.
Secondly: The Investing Companies

a- It is supposed that these companies came to Jordan to invest money and refresh its economy. It is supposed that these companies, at least, have brought enough money to cover their founding and running expenses. But what happens is that some companies are borrowing money from national banks to cover these expenses. The only guaranty they present to the banks for the loans is the purchasing orders of buyers. The union has witnessed many cases of delay in delivering these orders which caused delay in collecting their returns which caused delay in paying wages of workers and evasion of the financial commitments to the government.

b- These companies don not cooperate with the trade union to qualify the Jordanian labor. We endeavor to convince these companies with the importance of the vocational training, and try to compel them by law or by collective agreements to cooperate with trade unions in training the workers either at jobsites or at the vocational schools.

c- We are sorry to tell you that some investors closed up their plants without any prior notice, after they attained millions of dollars. They ran away leaving the workers without paying them for more than six months of work in some cases, without securing their travel back to their countries and without saving their accommodation and food. Nowadays, some banks are taking legal actions against absent investors.

The Vocational Training :

The trade union, from time to time, conducts free training courses in tricot, tailoring and cutting out. A good number of workers (men and women) took advantage of them and managed to find better jobs with higher wages.

At the national level, one member from our executive committee was chosen by GFJTU to represent it in the National Committee of Vocational Training; to participate in the strategic planning of the vocational training on a national scale.

TGC trade union is playing this leading role since 1989 when Brother Fathallah Omrani met with His Majesty King Hussein and asked him to establish training centers for our sectors in coordination with the Ministry of Labor. Therefore, His Majesty gave his instructions to the ministry to affect that wish. As a result of that decision, thousands of workers entered the labor market in the TGC sectors. That reduced unemployment ratio. These centers are still working on training youth up to this day.

Our trade union hopes to have its own vocational training center one day that conducts free training courses to fulfill the need of the Jordanian Market of its graduates. This for sure will help eliminate the unemployment and the need to the foreign and immigrant labors.
