Most people think the perfect deck relies on powerful monsters, and rare magic/trap cards. They think the stronger the monsters in your deck the better. Most people would trade in all there magic cards and trap cards from there deck for Obolisk the Tormentor, and Slyfer the Sky Dragon. And to add to that they'd give up all there week monsters for a Winged Dragon of Raw card. On average this is someone's 50 card deck:
The perfect deck in duel monsters doesn't mean powerful monsters, infact it really depends
on the magic and trap cards to support it. Take the duel layout for an example:

The top of the image represents the monster card zone and the Magic/Trap Card Zone. Realize that it shows the monster on the magic card? This is because the monster depends on the magic card to support it.

See how this makes more sense? It's what we duelists call a balanced deck. It has an
equal amount of everything.
Why does it need 13 weak monsters?
The perfect deck has to be able to win in several ways. It has to win if you're playing
tribute, multiple attacks, or both, or vice versa. It has to enable you to win by
depleting life points or by enduring until your opponent runs out of cards to
draw.
