Helmet Law?

Last school year, an Extraboard was covering a certain High School route involving Special Education (SPED) students. No big deal. SDUSD runs a lot of SPED routes. Only that afternoon, the Extraboard had a very "special" surprise. A Spitter. Now the school did warn the Extraboard about this student, but you are never really ready for that first "spray projectile". Especially from an "expert". Well everything went along just fine (he missed, thank you very much!).
Then, two weeks ago, the same Extraboard, the same school. A student approached the bus wearing a full faceshield motorcycle helmet. Now why, mused the Extraboard, is this guy wearing a motorcycle helmet? Some SPED students will wear bicycle style helmets to protect their fragile skulls if they should fall. This seemed to be a little bit of "overkill".
As the student came up the steps, it dawned on the Extraboard, "Hey aren't you that guy who spits?". Now for some reason the two teachers outside the bus high-fived each other. This driver "knew" this student! Now it was also obvious why this student was wearing the helmet (the one with the face shield you can't see through for some reason). Alright! Much better drive now.
