EOE II Silver contains EOE II: Empires at War and the exansion set, EOE II: Theatres of War. Together they form the Silver Edition. EOE II: Theatres of War uses EOE II combat rules within a world of politics and economics. Essentially, it is a highly structured and simplefied original EOE. It is set in 2990 and the players have 10 years to become dominant in the universe.The economic and political system allow for more focus on the military, though still required a city.
