Enter these intials:

Permanent Turbo 
Before the VS screen comes on hold turbo and move joystick up and down quickly 
on VS screen before releasing.

Beach Ball Mode:
Enter pass, pass, turbo, extreme, turbo, pass, pass before tip-off
