This is the Thrust SuperSonic Car breaking the sound barrier. This vehicle set the land speed world record of 763.035mph on September 27, 1997. It uses two Rolls Royce Spey 205 jet engines producing a total of 100,000 horsepower. This qualifies it as a non-wheel driven vehicle.
