Executive Order No. 290 has been signed February 24, 2004 "Implementing the Natural Gas Vehicle Program for Public Transport" as an integral part of the Philippine Natural Gas Industry, shall cover the following key components:

• Gas supply

• Infrastructure development

• Market development

• Technology

• Incentives and financial assistance

• Manpower development

• Standards and other regulatory concerns

• Information Education Communication (IEC)

Acquisition of two (2) units CNG bi-fuel 3-wheelers from Bajaj of India for demonstration and testing on the second quarter of this year.

Acquired and inaugurated the two (2) CNG demo buses from NGVI, Inc, of Korea and Ashok Leyland Limited of India on December 17, 2003.  Currently continue conduct testing of the CNG demo vehicles.

Co-hosted the conduct of the 1st Asia Pacific Natural Gas Vehicles Industry Development Workshop on December 15-16, 2003 at the EDSA Shangri-La Hotel, Mandaluyong City in cooperation with Asia Pacific Natural Gas Vehicles Association (ANGVA) and International Association for Natural Gas Vehicles (IANGV) in conjunction with Better Air Quality (BAQ) Workshop 2003.

Conducted the Workshop on CNG Masterplan for the Natural Gas Vehicle Program for Public Transport in Metro Manila on October 29, 2003 and awaiting for the final report to be submitted to DOE/EUMB-AFETD.  CNG Masterplan aims towards full commercialization of the natural gas vehicle industry.
