Travers asks Marion to marry him.She tells him of the abusive marriage to the clubfoot.He has tried to kill her.She had a breakdown and was under Dr Jordan's care.She tried to kill her husband but he discovered the attempt and nearly beat her to death.He's tracked her down and threatens to report her murder attempt.Dr Jordan calls and tells her that her husband is on his way to her room.
Marion flees to her room and gets a pistol.Travers goes to the room next door to watch the drama unfold.Her husband assaults her and pulls a knife.Travers breaks through the mirror and shoots him with Marion's gun.All of this is being watched via closed circuit by a mysterious man.
In a panic Marion calls Dr Jordan.He is there immediately and offers to dispose of the body with a fake death certificate.He begins to haul the body away.HBM goes outside the Luxor when he sees Cornelius' dog.The dog attacks him and they both vanish into the night.
In the ambulance the clubfoot rises from the gurney alive.But not for long.Number 12 shoots him with the needle gun.Later his body is found in a room where a fire had started.Beat cops found it and put the fire out before there was too much damage .A transmitter was found there along with police files on Dr Mabuse.Kras is called in to investigate.
HBM meets with Cornelius.He asks about the blind man's missing dog.He says he is at the vet.HBM tricks Cornelius into revealing he isn't blind.HBM wants a 50/50 cut on insurance scams with Cornelius.He informs Cornelius that he has done time for insurance fraud and that is why Kras is after him.
Kras is to meet with HBM about a policy.The background check on HBM comes up clean.HBM arrives and tells Kras he was bitten by a large dog.Kras asks the agent to accompany him to the morgue.They look at the clubfoot's body but HBM claims not to know him.HBM tells Kras that he has heard Travers and Marion are leaving town together.

Travers realizes that Jordan had to be in the hotel the night the clubfoot was killed.Marion shows Travers the cameras in the room.She begs him to leave now before they are killed.They race to the elevator.They are greeted by Berg who has a gun.HBM is in the lobby waiting for their elevator to arrive.But Berg forces the duo to a secret room in the cellar.Marion is shot by Berg in an escape attempt. The elevator returns to the lobby empty.HBM enters the elevator and begins to search for a secret button.
Trapped in the monitor room, Marion tells Travers that there were blanks in her gun.She tells him that Cornelius is Dr Mabuse.The hotel cameras gave him information to appear as if he were psychic.She was to marry Travers and become his heir.She was to kill him and turn Travers' holdings to Mabuse.
Jordan shows up.HBM watches as Jordan takes the elevator to seemingly nowhere.Jordan informs Travers that they have both lost.Marion overcame the hypnotic trance she was in to actually fall in love with Travers and warn him.Travers loses his life and Mabuse loses the nuclear missles he wanted to plunge the world into chaos.(Kras and his men are seen surrounding the hotel on the monitors as this is going on).Mabuse leaves Travers a gun to kill himself with as the room is soundproof and can only be opened by Mabuse or the engineer.No one knows they are there or the room is there.
In the elevator Jordan removes his glasses and false beard.When he leaves the elevator HBM releases Cornelius' dog.It runs to Jordan.Jordan sics the dog on HBM.Kras and Berg struggle for a gun as Mabuse races to his car and drives away.

HBM reveals himself to Kras as an Interpol agent.Kras goes after Mabuse and HBM takes Berg into the elevator.When they reach the cellar there is a gun battle.HBM uses Berg as a shield.The engineer opens the door to the secret room for cover.HBM's gun jams.The engineer is about to kill him.Travers kills the engineer from inside the control room with the gun left by Mabuse.
There is a frantic car chase with Kras and his men hot on the tail of Mabuse and Number 12.There is a roadblock at a bridge that Mabuse smashes through.There is a hail of gunfire and the car blows through the railing into the river below.Mabuse's body is never found.
In the hospital Travers is by Marion's side.She awakens to see him and then dies.

This is a movie rife with deception, paranoia and voyuerism.Nobody is who they appear to be.Cornelius is really Dr Jordan who is really Dr Mabuse.Marion is not who we are led to believe.Henry Thomas is actually Henry Travers.HBM is an insurance man who is in reality an Interpol agent.Even Inspector Kras isn't who he seems to be.In Return Of Dr Mabuse & The Testament Of Dr Mabuse he is Inspector Lohmann.It is the same guy so why is he known as Inspector Kras?Hmmm.Also the constant monitoring via tv foreshadows today's influx of "reality"based tv & security cameras on the streets of Tampa Florida.As Kras says'"There is no privacy in an investigation".Too true.
There is a wonderful musical score by Gerhard Becker.The opening theme is a masterpiece that I find myself humming quite often.Obviously the movie is fast paced and keeps you guessing with its surprisingly downbeat ending. This movie is required viewing.Pick up the excellent dvd if you can.
