Odin, the All-Father, tossed Hel into Niflheim, the realm of cold and darkness, and it became known as Hel, and this she claimed as her own.
The entrance of the Underworld was protected by a vicious dog that Hel called Garm. People had two different opinions about Hel, one being that she is evil and "Death Itself", and the other being that she is a God to worship.
