Village Employment and Rehabilitation Programme
A) What's VERP ?
The Village Employment and Rehabilitation Programme-VERP is a joint  UNDP-EU  intiative  which  simultaneosly address  the  high  unemployment  level, and  the  effect  of the  war on enviroment and infrastucture, through the implementation of labour intensive public works in transparetnt  and  demand-driven  manner. The  programme  is being funded by hte European Agency for Reconstruction amounts to  EURo 4,5 Million ( VERP I )  and  EURO 3 Milion VERP II and VERP III implemented by the United Nations Devlopment Programme-UNDP.VERP I became operatonalon 06 August 1999,VERP II became  operational  on  01  August  200  for  the  period  of  six  months.
The main objectives of the programme are :
1. To create temprorary employment for vulnerable groups (unskilled and semiskilled persons);
2. To strengthen the capacity of local contractors and communities to formulate  and  implement  labour  intensive
public works activities and enhance job creation.
3. Increase the community participation in the rehabilitation of the  deteriorated  infrastructure  and  enviroment  in
the rural areas and to reinforce community participation in local governance structure.
-  Priority will be given to  labour  intensitive  small-scale  public  works  projects,  which  will  create  substantial
economic, social or enviroment impact.
- The programme is designed to cover the  rural  areas  across  Kosovo  with  specific  attention  to  those  facing
serious deterioration of the infrastructure and enviroment.
-  VERP will finance small-scale sub-projects identified  as  priorities  by  communities  themselves. A sum up to a
maximum of  DM 195,000 is allocated to each selected village to undertake labour intensitive small public works
such  as  reforestration,  road  repair  ( access  roads  to  agricultural  lands  and  farms  and  isolated  villages,) rehabilitation of sewage system and water suply,  rehalibitation/construction  of  pedestrian  bridges, creation  of green areas and public parks, reatining walls, tree planting and recycling of garbage/rubble etc.Of total allocation
55% is directed toward labour costs and 45% for material.
- The programme has developed selection criteria for the targeting of villages and the respective  flow  of  founds,
which,  intra  alia,  include  a  comprehensive   collection   of   data   concerning  the  size,  population,  rate  of unemployment , degree of damage etc.
- The programme is expected to generate in each targeted village between  DM 130,00-160,000  in  wage  income
for unemployed workers, while significantly improving the seriously deteriorated infrastructure and  enviroment.
-  VERP will focus on all five regions of kosovo.
B) CRITERIA REQUIRED
-  A net salary of DM 2.00 per hour will be paid to workers employed by the sub projects;
-  KFOR and UNMIK might contribute to the cost of the sub project in kind;
-  VERP  Area  Development  Office-ADO  in  Prishtina, Mitrovica  and  Peja  in   close   cooperation   with   local
   communities, UNMIK and KFOR will identfy workers among the most vulnerable groups;
-  Sub projects should be implemented within circa 4-12 weeks, and
-  VERP ADO's will monitor, evaluate the sub projects implementation.
C) PROGRAMME NETWORK
-  The VERP Central Office in Prishtina is supported is supported by three VERP Area Development Offices ADO,
in Prishtina, Mitrovica, Peja. Each ADO  is  staffed  with  one  international  UN  Volnuteer, three  local  staff. A number of projects monitors will work in the targeted villages to  monitor  the  implementation  of  sub-projects. Selcted  local   contractors   and  VERP  field  offices  will  supervise, monitor   and  evaluate  the  sub - project implementation on regular basis and provide financial oversight and control. VERP  staff  is  providing  technical assistance, advice, mutual practices and experiences to local communities and contractors.
C) IMPLEMENTATION METHODOLOGY
-  Sub-projects are submitted by the VERP ADO's and are  appraised  by  VERP  central  office  for  the  technical
ifeasiblity and eligibility;
-  Final approval of sub  projects  is  provided  by the  Project  Approval  Board-PAB, represented by the European
Agency for Reconstruction, UNMIK and UNDP;
-  VERP ADO's are requested to contract directly either the public utlity company or when the public c ompany  is
not recommended to undertake the required works, alocal private company  at  community  level  both  selected though a simplified bidding process (three quotations for material, tools and equipment);
-  The implementation of sub projects  is  monitored  jointly  by  the  VERP  ADO's,  KFOR   and  the  contracting
company.
-  VERP will conduct, after the initial technical appraisal, a interim and final  evaluation  report, t hereby  certifying
the satisfactory completion of the works.
