The Role of the Private Sector Development Unit in Gjilane Region |

A Private Sector Development Unit (PSDU) has recently been established within UNMIK-EU Department of Trade and Industry in Gjilane Region. PSDU goal is the long-term growth and sustainable devlopment of the Small and Medium Enterprises (SME) sector in terms of contribution to gross domestic product and employment generation. PSDU work for next months will be focused on three areas: ensuring the development of private sector by supporting the establishment of a conductive business
enviroment; ensuring the establishment of an effective support infrastructure for SME growth and sustainable devlopment at both regional and local level; ensuring the development of a competitive enterprise enviroment with a highly skilled workforce which is able to compete in both domestic and international markets. |

Gjilane's Private Sector Devlopment Unit (PSDU) was established in January 2001 within UNMIK-EU Department of Trade and Industry. The PSDU has the prime responsibility for small and Medium Enterprises (SME) devlopment in Gjilane Region. This memorandum seeks to summarize the contribution of Gjilane's PSDU to the SME devlopment. |

The Gjilane's PSDU has played a crucial in giving guidance to local businessmen on how to revitalize their commercial assets on how to identify financial opportunities. A complete Resources Map, which outlines all available support schemes for SME in Gjilane Region, has bee draw up by the Gjilane's PSDU. |

|
The Gjilane's PSDU has urged the development of new institutions to service t he needs of the SME sector. A Regional Economic Devlopment Committee (REDC) has been set up by the PSDU to act as a body for co-ordinate all activities aimed at supporting the SME, provide policy advice on business devlopment and design action programs for the e conomic recovery of Gjilane region. The first REDC meeting took place on March 21, 2001. Past achievements and future plans for economic growth of Gjilane's region were discussed in depth. The interest of Gjilane's economic players in this event was high. |

The Gjilane's PSDU has played a central role to better access of local business community to knowledge and information on SME issues. A series of PSDU supported seminars on new commercial law regulations, business opportunities and economic devlopment have been held all over the region achieving a high level of interest. Jointly hosts of these seminars were the Gjilane Chamber of Commerce, KFOR, OSCE and UNMIK (DLA). |

The Gjilane's PSDU is greatly encouraging the mobilization of donor resources to Gjilane region. Two projects proposals have been draw up to accelerate the formation and devlopment of SME in Gjilane region. Recognizing t he potential contribution to the growth of the economy that private sector can make, these projects aims: (1) to reduce the lack of institutional support to SME by providing start-ups and exiting businesses with a range of information, advice and training services; (2) to reduce the lack of financial facilities to SME by making funds available to a selected group of new and exiting firms. |

| Other Gjilane's PSDU activities include: the release of a project proposal for a Credit Fair in Gjilane town, and the elaboration of a complete list of economic activities occuring in Gjilane region. |
