| Established to play a key coordination role in the overall reconstruction of Kosovo, the Department of Reconstruction is playing vital role in all areas of development One of the most important and immediate aspects of this, is the reconstruction of housing. | |||||||||||||||||||||||
| STRATEGIC OBJECTIVE | |||||||||||||||||||||||
| To normalize the housing situation in Gjilane Region so that the most vulnerable population - particularly in minorities-is adequately housed, the stock of housing is increasedto meet needs and to replace those damaged and destroyed in the conflict, and to encourage the establishment of a properly regulated private housing market t hat balances urban and rural housing needs and provides for those unable to house themselves without assistance. | |||||||||||||||||||||||
| THIS WILL BE ACHIEVED BY | |||||||||||||||||||||||
| -Reconstruction of the remaing war-damaged houses of the most vulnerable families. | |||||||||||||||||||||||
| -Support the private and public investments in the housing sector. | |||||||||||||||||||||||
| -Promoting of housing construction projects for the homeless population. | |||||||||||||||||||||||
| -Capacity building and training of municipalities in urban and spatial planning and regulatrion. | |||||||||||||||||||||||
| -Clarifitation of land and housing ownership. | |||||||||||||||||||||||
| HOUSING RECONSTRUCTION | |||||||||||||||||||||||
| The project will assist the most vulnerable families in their efforts to reconstruct their war-damaged homes. Special attention will be given to minority families, woman-headed households, families living in Temprorary Community Shelters (TCS), with host families or under precarious conditions, as well as poor returnee families. | |||||||||||||||||||||||
| Donors projects will be implemented in accordance with the UNMIK guidlines for housing reconstruction, in particular the identification and selestion of beneficiary families, the rehabilitation and reconstruction standards, coordination between Donor projects and the allocation of available funds with reference to needs. | |||||||||||||||||||||||
| For this year 2001 funds for 280 houses are confirmed for the Municipalities of : Gjilan/Gnjilane, Novobrde/Novo Brdo, Kamenice/Kamenica and Viti/Vitina. The implementer partner will be the Spanish NGO MPDL (Movimiento por la Paz, el Desarme y la Libetad). | |||||||||||||||||||||||
| SOCIAL HOUSING (DRAFT PROJECT) | |||||||||||||||||||||||
| The project aims to assist homeless families in obtaining durable accommodation. The projects also aims at providing the basis for social infrastructure in the Municipalities by assisting families without properly, long-term displaced families and those depended on walfare cases who at present live in temprorary accommodation such as the Temprorary Community Shelters (TCS), with host families or in tents.The project will also assist vulnerable returnee families without social networks Specific proposals to provide the required housing will be developed at municipal level and may range from the rehabilitation of abonded municipal housing to the construction of new-low cost housing units on publicity owned land. Management and maintenance of the housing provided will rest the municipalities which also be responsible for ensuring that only those eligible to do so remain in the accommodation provided under the project. |
