It is to be recalled that the Centre for Civic Action, CCA, UK, in collaboration with the Ethiopian Community in Britain, ECB, had organized the ''International Conference on Ethiopia: Scope for Partnership, Justice, Peace and Development'', [August 02-04, 2001, London, UK].

This Conference was concluded passing resolution that an all-inclusive National Reconciliation Movement be found. The Centre for Civic Action, CCA, UK, was mandated to act as a transitional custodian to prepare a draft guideline for the movement in consultation with all the participants and key partners and to pave the way for the formation of a steering body that would assume responsibility to launch the Movement.

Accordingly, after a through analysis of what is involved and the steps necessary for the formation of the steering body, 'The Steering Committee for National Reconciliation Movement in Ethiopia' and of the Movement that should follow, the Centre for Civic Action had produced a ' blue print' guideline document which stipulates in in-depth the vision/mission, strategic aims, values, and the process necessary towards forming the Ethiopian National Reconciliation Movement, ENRM.

CCA had submitted this proposal to the Conference Coordinating Committee on 05 October 2001 in London. The Conference Coordinating Committee has reviewed the proposal positively thereby recommending that it be put out to partners for consultation. CCA shall undertake this mandate by officially launching the proposal for consultation as from 30 October 2001 for a period of one month. It is expected that key partners and all stakeholders would enrich this consultation document, returning it with their comments and including their suggestions as to how the International Steering Committee could be established as a matter of urgency.
