ROYAL REPORT FOR THE FIRST QUARTER OF THE YEAR 2001

Royal Report on the first quarter of 2001

My dear Senators, Secretaries, and Eslonians.  First of all, thank you for having me.  This year, as you know has been full of nothing but success in the Republic of Eslo.  Every day that passes, I remain more confident that Eslo has the best groups of people working towards our common goals.
For the first time since our foundation, I am allowing the Royal Report to be seen on the Internet by all of our visitors.  For those of you reading this document on your computers at home, welcome.

I shall begin my report with the sector pertaining to INTERNAL ADMINISTRATION.  The Department of the Interior of the Republic of Eslo has been active in the first three months of this year. 
Eslo is proud to welcome 13 new citizens to our community.  This number is down by 43.3 % of new citizens in the last quarter of 2001.  However, new citizens will always have the same tolerance, rights, and freedoms as those with seniority.  A new policy was passed regarding travel to and from the state of Patuano.  This policy goes to serve the needs of the residents of Patuano.  It seeks to increase the imports of raw materials from Eslonia and four other states.  This policy was discussed with the State Government of Patuano and meeting were held with the Governor as well as with one of the Mayors.  This goes to show what excellent relations Eslo between the State and Federal governments.  This achievement should not be taken lightly, as it symbolizes our strong ties as a national and sovereign entity.

In order for those raw materials to make their way to Patuano, the DEPARTMENT OF TRANSPORTATION was involved with the planning.  Transportation has become an increasing need within the Republic of Eslo.  Today, using the same transportation policies as always, we have risen the number of domestic flights by 7% from this time last year.  In addition, we are still in the process of finishing the transnational highway.  Estimates say that the Department of Transportation will finish building in December of this year.  This highway will unify the three highways that previously existed, allowing for easier and safer transportation across our great nation.  My government has managed to lower the costs for this highway by 23.7% by choosing not to use rubber deposits.  The savings that were made from the highway remain with The Department of Transportation for future projects.

My government has held the principles for which Eslo was founded in high regard through my six years in power.  I look highest upon the PREVERVATION OF NATURE.  I have worked very closely with the Department of the Environment.  This department has yielded some amazing results during this first quarter of the year.  Under my initiative, the CELEBRATE ESLONIAN WILDLIFE 2001 program was inaugurated at the Royal Palace in January.  This program has a focus towards all Eslonian citizens and residents of Eslo.  Throughout the year, all Citizens will have the opportunity to participate in a campaign that raises our awareness of environmental policy. 
For the sake of our nation, let us forget those who said that our environmental programs are putting our development strategies to a halt.  I sustain that there are many other ways of making our economy grow without killing so many innocent and exotic species every day.  The CELEBRATE ESLONIAN WILDLIFE PROGRAM will make presentations about the roles of flora and fauna in the environmental cycles and explain to all Eslonians the attempts begin made as I speak to preserve the cycle.  By celebrating our patrimonial wildlife, we have understood to respect our friends in the plant and animal kingdom, or republic for that matter. 
The CELEBRATE ESLONIAN WILDLIFE 2001 PROGRAM is a government-wide initiative.  All the states will benefit from the program.  In addition, Eslonians living outside of Eslo will participate through our government representations in their country.

That brings me to an area that I am particularly pleased with in this quarter.  The DEPARTMENT OF FOREIGN AFFAIRS has done an outstanding job in promoting and defending our interests abroad.  Since Eslo entered the Internet, we have entered into relations with online micronations.  In the first quarter of 2001, we continue to be a member nation of The League of Micronations, The International Alliance, The United Micronations, and many organizations through the Internet.  In addition, I am pleased to announce the entry of our nation into a new organization called The Equity Institute.  This institute is a human rights mechanism formed of Eslo and three other nations.  Our commitment to the Equity Institute has been noted by several micronations and we continue to export our culture to the world through our loyal membership to these organizations.
In an initiative by the Department of Foreign Affairs, Eslo is participating in a global campaign against landmines.  This campaign includes the participation of Eslonian diplomats abroad.  The diplomats undergo training and action projects against landmines by learning more about the consequences and facts of landmines.
The tenth day of March, Eslo celebrated our second Landmines Awareness Day.  On this date and the week that followed, Eslonian diplomats and citizens participated in events that raise awareness in their own communities.  This day celebrates our historic signing of the GLOBAL LANDMINES BAN TREATY in 1999.
The ESLONIAN FOREIGN SERVICE received seven applications since the beginning of this quarter, five of which were accepted.  My government has made three diplomatic shuffles in the past quarter.  Two new ambassadors were named and a Consul General was posted in three separate micronations.  The governments of the world still view Eslo as an exceptional micronation and are welcoming it into their countries.  The Republic of Eslo welcomed a new Ambassador during this first quarter of the year.  We are expecting the posting of two other new Ambassadors in the next quarter.  All cases of diplomatic immunity have been minimal during this quarter, but are worthy of a mention in order to show you that we are committed to the UN agreements that Eslo has signed.
For that matter, we have established diplomatic relations with three new nations during the first quarter of the present year.  Our efforts to make diplomatic policy with all members of the League of Micronations are continuing, and for that, I thank the Senate.

It seems that I have a lot of thanks to give out tonight, among those recipients is the DEPARTMENT OF HEALTH.  In March of 2001, the Secretary of health presented me with a new reformed healthcare policy.  After review and consultation with my cabinet, the Senate approved this policy by a unanimous vote.  The situations that have been encountered by this policy during it{s early stages in this quarter have been surpassed with flying colors.  More obstacles will be present in the future.  For that matter, we must be prepared to propose more reforms and make constant evaluations of this policy.  I am proud that in the Republic of Eslo, every citizen has the right to five star medical care in a world where health comes first.  I am happy to report to this house that there are no epidemics in the Republic of Eslo of any kind.  I am also reporting that only 60% of the budget set forth to health has been used.  The Department of Health has decided to return the federal funds.  My government will honor this request and the funds will be ready upon request if federal spending should so require it.

The FEDERAL SEPNDING PLAN proposed by myself remains in place.  This plan has saved the government about 30% of what was projected.  The Department of the Treasury issued its report to me and the results are stable as they were in the last two quarters of 2000.

Another part of our government that remains stable is our ECONOMIC POLICY.  The Department of Commerce has maintained the economic policy without changes.  The probability of reform to this policy will come within the second quarter of this year.  The Department of Commerce has indicated to me that they must receive at least 7 more situations regarding budget, 3 more situations regarding international tariffs, 4 more situations regarding the attraction of foreign investment, and 1 more situation regarding the potential stock market exchange rates.
This policy has given a 10% economic growth rate to the country since it was assimilated into the NATIONAL DEVELOPMENT PLAN.  Economy takes longer than other areas to test as far as policies go, and we must remain committed to providing that testing.  I place my full trust on the competence of this Senate to work closely together when it comes to economic growth. 
The policy towards sustained yield management also remains in place.  I am happy to announce that this particular economic program accounts for 3% of our economic growth.  The Department of Commerce continues to consult experts regarding this policy.  In the third term of this year, the results to this consultations will be presented to the Senate by the Secretary and will them be taken into consideration for reform of the policy.

In The Republic of Eslo, we live in peace with our neighbors and with each other.  We have a micronation which is safeguarded against foreign attack by an efficient and competent DEPARTMENT OF DEFENSE.  The Department of Defense has continued to carry out all of its duties.  Our military obligations to the Micronational Defense Treaty are closely monitored.  I would like to state that I have no plans of establishing an obligatory military service in Eslo.  The concept is unnecessary due to our sound state of pacific co-existence with nations.  The Department of Defense has recruited no new citizens in the first quarter of this year.  I would like to take that fact to say that we should honor the men and women that put their life and knowledge on the line for our country.





Knowledge in Eslo about general culture is rising very much.  The government of Eslo is making a long-term investment by investing our future in EDUCATION.  The educational program in Eslo has received special emphasis during this quarter.  The Department of Education opened the National Eslonian University in Vistabella, which will offer bachelor�s and master�s degrees in over 20 disciplines.  The elementary, middle, and high school programs stay the same as they have for the past year.  I am sure that it is a concern for all Eslonians if violence should break out in one of our schools.  While we can never guarantee anything, this government can take positive steps towards the prevention of such catastrophes that we have seen in first world countries such as our own. 
In all Eslonian schools, there are school psychologists that help our students with the troubles growing up can cause.  Quality education is available throughout the country today, and we will be seeing the results soon.

Closely tied to Eslonian education is the concept of Culture.  THE DEPARTMENT OF CULTURE.  Eslo is currently working in sports an recreation programs throughout the country.  The Department of Culture maintains permanent leagues of soccer, baseball, football, basketball, chess, pool, bowling and judo.  Also, an important aspect of Eslonian culture has been reinforced during this quarter.  It has become a tradition for the Eslonian Department of Culture to sponsor a national performing arts event or take part in an event abroad though groups in which the performers are Eslonian.  During the first quarter of 2001, I am proud to announce that the Department of Culture chose to sponsor a theatersports team in which four of the members are Eslonian citizens.  The Eslonian love for the arts will never fade away, and we should commend ourselves on our efforts to ensure that everyone in Eslo is culturally aware.

Being culturally aware means being citizens of the global village.  In order to do so, Eslonian minds must be open to new ideas and conscientious about the dangers of prejudice racism.  The DEPARTMENT OF HUMANITY has been working closely with my administration to ensure a fair treatment of all Eslonians.  As you recall, I motioned for the establishment of this organ in order to have a department which will supervise Human Rights and sponsor humanitarian related activities in Eslo.  The Department of Humanity was founded in June of 2000.  Though it is the newest organization in my cabinet, the progress made is substantial. 
In the first quarter of 2001, I am proud to announce that there have been no Human Rights violations reported against the government or the private sector.  The Department of Humanity has established an office in Siyahamba in order to supervise the city�s response to any demands from the indigenous population. 
In the area of human and civil rights, my government has made joint ventures with many departments that will keep humanitarianism alive.  In the next quarter, we will celebrate HUMANITARIAN AWARENESS DAY.  On this date, Eslonian officials from The Departments of Humanity, Education, Culture, Interior, Agriculture, and Foreign Affairs, will take part in raising humanitarian awareness through their specific trade.  I will be hosting a working meetings at the Royal Palace with human rights activists and officials.



A large part of these events is accomplished thanks to the DEPARTMENT OF COMMUNICATION.  During this quarter, The Department of Communication has established 4 new email accounts for embassies abroad and proposed a plan to have foreign methods used in our Internet account management.  This plan that has been proposed includes seeking more professional citizens that will help with our computer programming. 
Also in this quarter, the ESLONIAN NATIONAL DATABASE was updated in full after undergoing two months of renovations.  The connections to the database will now be available directly to more government agencies.  However, my government does not plan to exclude any government representation.  The method of INFORMATION REQUEST SYSTEMS will still be authorized and widely used, particularly in the case of North America and European offices.

As you can see, The Republic of Eslo has made great progress in the first quarter of the millenium.  There are of course, areas which have remained dormant during this quarter.  It is important to show tolerance for slow moving organs within our government, as undesirable and counterproductive as they may be.  The DEPARTMENT OF TOURISM has remained inactive in this quarter.  I expect that the Secretary will introduce some new programs for the incoming quarter.  Also, the DEPARTMENT OF AGRICULTURE seems to have frozen the plans that were in store for presentation before the Senate this quarter. 
A great deal of effort has gone into The Republic of Eslo.  We are on our way to an even better quality of life for all Eslonians.  We maintain our principles, dignity, and stamina to keep growing.  In this quarter, we did not have full activity in all government agencies, but a vast majority of our officials have shown incredible dedication. 
Nothing makes me more proud as your King to see that you are working hard and with nationalism.  If we accomplished so much with a majority of participation, the accomplishments with complete participation will surely surpass our goals by far.  I call upon all of the citizens of Eslo to keep working with interest towards keeping Eslo a safe, beautiful, free, and prosperous place.
