FROM THE OFFICE OF
HRM JOSE IZZAGUERRA
EXCEPTS FROM THE OPEN LETTER WRITTEN TO THE UNITED STATES GOVERNMENT REGARDING THE POTENTIAL OF A UNILATERAL ATTACK ON IRAQ
His Excellency George Walker Bush
President of the United States of America

Distinguished President Bush:

I write to you once more in the name of the people and government of the Republic of Eslo, a model country project.  On this occassion, I would like to express my deep concern over the escalating situation in the international stage caused by your accusations and warning on Iraq.

As is known to your government, Eslo is behind the United States on the war on terrorism.  We will continue to do our part to ensure that the events of September 11, 2001 never occur again.  However, it is imperative that you listen to the international community and the vast majority of both American and international scholars when we say: This is not the way.

Saddamm Hussein has indeed been a problem in the past decades.  However, your government is yet to establish clear evidence by which the regime is found guilty of the accusations against it.  Eslo formally condenmed the refusal to allow weapons inspectors into Iraq.  However, we also condemned the United Nations for allowing such a significant number of operatives to be CIA agents.  The objectivity of arms inspections was lost when those events were discovered.

It is important to the Eslonian people for you to understand that war will not solve the long term problem in Iraq.  You will create more enemies than friends.  Friends are not created by war.  Iraq is not Afghanistan, where the Northern Alliance had significant support and the Taliban was weak.  An Iraqi campaign will be costly for you and your people.

The Iraqis have suffered enough through devastating sanctions.  it may be argued that it is Hussein's own fault.  However, the Iraqi government has presented some interesting evidence that has been widely accepted at the UN. Everyone knows that you are after the petroleum.  They know that they cannot stop you.  However, it is our mandate to remind you of your American values and what they represent to the educated sector of your population.

Iraq is not ready for a new government the Iraqi National Congress is just as inept if not more than the Kurdish rebels when t comes to governing.  No more deaths to the children of Iraq.

Considering Saddam's less than perfect record, Eslo believes it is possible for the US to forge a UN approval for intervention.  You know that you are going at it alone, the world does not support you.  However, by pulling your influence you can get the UN approval.  This is fundamental in understanding that other nations not interfere within other nations without UN consent.  You must consult the exsisting internaitonal organisms, there is no choice.  To defy the UN would be desastrous.  It is wrong to call the UN irrelevant, considering that they will be largely responsible for the cleanup after your attack.

I insist that you consult with the UN carefully before taking any action.  I also request that you allow for the United Nations to set up an objective team of arms inspectors, a team that does not report to the Pentagon, but to Mr. Annan's office.  The state of human security in the world today is in your hands, do not spoil it.
