a)	He is the second highest official member coming next 
        after the chairman.


    b)  The following functions are attached to the post 
        of the vice chairman


          i.	He is to act as an ex-office chairman with
                in the association

          ii.	He is however, empowered, to carry out the
                duties of chairman in

                        an eventuality of: -

			1.	Reason of this death

			2.	Resignation

			3.	Absence

			4.	He becomes incapacitated 
                                either by  

					i.	Illness

					ii.	Unsoundness
                                                of mind

			5.	He is jailed or deported 
                                as a result of such, he is 
                                unable to continue serving
 				the members, the vice 
                                president also shall act 
				as a chairman until a new
                                chairman is elected and takes
			        oath as the new chairman

			6.	He is ejected from office 
				by the members through a motion 
                                of no confidence in leadership
				abilities and capabilities.


 
III.	SECRETARY:-
 
1)	He/she is to be charged with the responsibility with 
        dealing with correspondences of .


        and records of the organization.            .


2)	He /she is to be the chief communiqu� officer of the 
	organization to their specific .


        areas of dispatch.    
3)	He /she will be charged with responsibility of taking
	minutes during an official .

        meeting or a meeting of the general body, whenever a 
	meeting is in process..

4)	He/she is to remind the members of the previous 
	meeting/minute before the minute .

        proceeds.
5)	He/she is to get the presdant signature in accordance
	by the approval of the members
        to carry out the previous minutes and agenda of the 
	so said minutes.
6)	He/she is to handle all forms of official letter and
	correspondence the Ethiopian 
        Embassy and to the Embassy.
7)	He/she is to be charged with the assurance of circular
	and distribution of like wise
        with in the members.
8)	He is to receive application from new comers and issue
	Identity cards.

9)	He is to work in liaison with the other officials of 
	the association in handling the
        above duties.


ORGANIZING SECRETARY AND CULTURAL INCHARGE


1)	He/she shall be in charge of the organization activities
	of the organization.
2)	He/she shall also be in charge of counseling of new 
	students.
3)	He shall be in charge of organization of educational
	tips, picnics recreational 
        activation for the members and forms.
4)	He/shall will have the duty of organizing meeting venues
 	and making all the prior
        arrangements for the so said meeting.
5)	He/she is to work in liaison with the secretary and 
	the vice president of the 
        association in handling organizational activities.
6)	He/she is to handle matters elected to cultural activities.



iv.	TREASURER OR FINANCE IN CHARGE:-

1)	He/She is to be charged with the responsibility of 
	holding the financial affairs of 
        the association.
2)	He/she is to maintain up-to-date financial records of
	the association.
3)	He is to produce the financial accounts and records to 
	the members on demand for 
        secretary.
4)	He/she is to read the financial position association at
	any of the time where a 
        general body meeting is convened.
5)	He/She is to collect the annual or monthly subscription
	fee, from the members and
        issue a receipt and prove there of.
6)	He/she is to be charged with the duty of finding out way
	and means of generating 
        funds for the association and bringing in ideas of show
	to bring in income with in 
        the association.


SPORTS IN CHARGE:

1)	He/she shall be in charge of all sport activities with
	in the association.
2)	He shall encourage register and interested member 
	according to his ability.
        And arrange a practice there of.
3)	He/she is to facilitate and arrange training for 
	association is required to 
        participate.
4)	He is to prepare a roll call for player and to see their
	practice is as required.
5)	He/she is in charge of the belongings of the association,
        which are used by 
        the teams.

6)	He is to create, as far as possible, different teams with
	variety of games and 
        arrange internal tournaments.
7)	He is to form a sub committee under his guidance who 
	represent different 
        part of the city. 
8)	He/She is to work in liaison with the organizing secretary
	and the president 
        of the association.


STUDENTS COUNSELLOR:

1)	He/She is in charge of handling matter relating to 
	admissions, registration, 
        and a completion of new comers.
2)	He  is  to introduce the students  with  the association
	and  arrange  their 
        registration to the association.
3)	He/She is to give proper counseling with respect to 
        their academic follow up.
        For this He is to facilitate and arrange a meeting with
        the senior students so
        that the seniors would help them in getting them notes,
        explanations etc,
4)	He/She is to try to solve any matter, which is confusion
	to newcomer, in 
        accordance with the events and is to maintain stability 
        among the students.
5)	The  student  counselor,  How ever,  shall also  work 
	with  the committee 
        members of the association.


ELECTIONS

               While  the  constitution  has provided for the 
               need to have all executive 
          body  to  run  the  organization,  the  constitution
          has  also  laid  down  the procedure for the election 
          of the office bearers.Further  more  the  constitution
          also,  for proper  communication  and
          representation, divides Poona city into three areas.

1)	Decan & camp area I
2)	University & Gokal nagar area II
3)	Kothrud & Karve Road Area III

         The constitution has laid down the following 
	 principles: -

a)	That there  shall  be one  electoral body for the
        association and that at no 
        time is one to be  barred  on grounds  of  sex,  
	religion  or  any  form  of 
        infirmity from Contesting elections.
b)	That  all  members  (paid up)  of  the association
	is entitled  to vote at the
        election  and  contest  a  seat like-wise, provided 
        he is not disqualified by 
        the constitution  or  by any law  in  force  on  
        grounds  of unsoundness of
        mind crime illegality etc.
c)	In  order to  supervise  the  entire  election  
        procedure  the  constitution
	Provides  for  the  appointment of  election  commissioner
	who  are to be       
        independent from the contesting aspirants and to 
	ensure that the election 
        is free and fair.

          In addition  to  the previously  stated  principles
 	the  election  is  to be held in   
        the following manner: -

a)	The election are to held annually. 
b)	All the posts will be declared  vacant  and the 
	members are free to contest 
	at any of them.
c)	Election is to be held in a free and fair 
	democratic manner.
d)	The elections  can  be either through secret
	ballot or by a show of heads as 
        the members want.


QUALIFICATION FOR VARIOUS POSTS :-


1.	President: a student to be president

a)	A student to be a president residing and pursuing
	his studying in pune.
b)	He must have completed at least 2-3years in India.

c)	He should be able to command good characteristics
	traits of a leader and
      	shall have communicable spoken and written knowledge
	of amharic 
        language.
d)	He should be a bonofide registered student in any
        one of the learning 
        institutions in pune.
e)	The term of the chairman is of one-year period 
        from the time he assumes
        office. How ever the term of his office many end 
        abruptly in either of the     
        following grounds.

1.	By his resignation from the office in writing 
	under his hand                                     
        addressed to the vice chair man of the association
        or
2.	By his violation of the constitution.
3.	By impeachment of the chairman by members of 
	the association however, this is only through a 
        2/3 majority o the  members present and voting. Or
4.	By death or
5.	By the expiry of his term.

              Not with standing the above the chairman
	can seek reelection for a second term.

2.	Vice president: 

           He being second highest office bearing of the
	office the association, he is to meet the following
	pre requisite.

a)	He should be an Ethiopian residing and pursuing 
	his study in pune.
b)	He must have completed at least one academic year
 	in India.



  Note: - It should be noted that at any time could 
president and the vice president come from same area. There
fore it is to be ensured that if the president comes from  
area I then the vice president is to come either from area II
or are III but not from area I. and vice versa.
c)	The vice president is to assume office at president
 only for two months period until elections are held in case
mentioned under sectioned (1-5) of the above   happens to the
president.

3)	Other office bears:- 

      as the pertaining to the posts of the

i.	Secretary
ii.	Organizing secretary
iii.	Treasurer
iv.	Sports in charge
v.	Cultural in charge
vi.	Students counselor
       a) He/she must have completed one academic year 
	in India
       b) He must be an Ethiopian student. who is residing
 	  and staying in pune.

X.	EXPULSION OR SUSPENSIONS OF MEMBERS SHIPS:-

                     Chapter IV of the constitution deals
	 with the duties of the members 
         the association for every duty there is a 
	corresponding liability it is  thus 
        a strong stand the constitution that a member.
	Who failed to perform his
        duty is liable for suspension or expulsion 
	from the association. 
        Thus a member can be expelled or suspended 
        on the following grounds.
             
                1) By the violation of the constitution.
                2)The member not being morally upright 
	and his or her character being
        of  questionable  repute,  there fore  his continual  
        stay  with  in  the association will be harmful to the
        object of the members.

             The expulsion  or  suspension  can  be  done
        only  by  resolutions  of  the 
        committee member of the committee members of
        the association with the        
        approval of  2/3 of  the  Members  present  
        and  voting  at  the  time  such 
        decision is passed.


XI.	CONCLUSION

                   Having all these in mind, we the drafts
        men hope to ensure that this constitution will be a 
	document that will be held in high esteem and will be
        adhered to by the members of the association.
