By-laws of RR&R Lair No. 3 [as of 11/11/2000]

Section I -- Flag

1. The flag of the Rascals, Rogues, and Rapscallions (RR&R) was adopted by the membership of the Lair No. 1 on September 24, 1994. It serves as a visual reminder of the fraternal society it represents.
1.1 The Lair's flag(s) shall be deposited for safe keeping with the Director.
1.2 The flag shall be displayed at all Lair functions.
1.3 The flag may be borrowed by a Rascal in good standing to mark a meeting of two or more Rascals.
1.3.1 To borrow a flag, a Rascal shall make a written application to the Director, describing the event over which the flag is to fly.
1.3.2 Such meetings shall be of a sort to bring honor to the RR&R.
1.3.3 The Director shall maintain a log-book into which will be inscribed the details of the meeting over which the flag flew, including photographs, signatures, and other memorabilia.
1.3.4 Rascals who borrow the flag are responsible for its care and agree to pay for its replacement or repair should it be damaged.
1.4 A toast to the fabricator of the first RR&R flag, Jane Wolfson, shall be made at every regular meeting of the lair.

Section II -- Rascal's Challenge

2. The Director shall assign a Challenge not later than the evening of the quarterly meeting prior to the quarterly meeting at which the Challenge presentation is to be made. Challenges shall be chosen in keeping with RR&R tradition and in the interest of the Lair.
2.1 Rascals are encouraged to volunteer to do a Rascal's Challenge. When no volunteer is available, the Director shall choose a Challenger by lot from the Rascals who have not completed a Challenge.

Section III -- Mass Challenge

3. The Mass Challenge competition shall take place annually at the first quarterly meeting.
3.1 The Mass Challenge shall be chosen by the Director and announced at the Rascals Ball. The Mass Challenge shall be chose in keeping with RR&R tradition and in the interest of the Lair.
3.2 All Rascals shall compete in the Mass Challenge competition.
3.3 Each individual competing in the Mass Challenge competition shall be allotted five minutes for his presentation.
3.4 The winner of the Mass Challenge competition shall be chosen by a simple majority of the members and guests present at the meeting following all the presentations.
3.5 Prospective members are encouraged to participate in the Mass Challenge competition.
3.6 Mass Challenge presentations may be made in absentia.

Section IV -- Jonathan Z. Landgraf Prize

4. In memory of Rascal Jonathan Z. Landgraf, the Lair shall award a Landgraf medal to the winner of the Mass Challenge. This medal, designed and produced by Lisa Kotchey, shall be presented at the Rascals Ball. The cost of producing the medal shall be paid by the Lair.

Section V -- Membership

5. Annual membership fees are due on the first day of January. Initial fees for newly-elected members shall be prorated for the number of quarters remaining in the year.

Section VI -- Ranks

6. All members of the RR&R are Rascals. A Rascal shall be elevated to the rank of Rogue upon completion of a Rascal's Challenge, election as Rascal o' the Year, or winning the Jonathan Z. Landgraf prize.

Section VII -- Rascal o' the Year

7. To honor the Rascal who has contributed most to the life of the Lair in the previous calendar year, a Rascal o' the Year shall be chosen from among the Rascals of the Lair.
7.1 The Rascal o' the Year shall be elected by a simple majority of Rascals in good standing.
7.2 A tie vote shall be settled by an arm wrestling match at the Rascals' Ball.
7.3 The Director may not be elected Rascal o' the Year.
7.4 All Rascals shall cast a ballot for Rascal o' the Year.
7.5 No Rascal may vote for himself.
7.6 The Director shall be responsible for polling all Rascals. The Secretary shall assist the Director and confirm his results.
7.7 The Rascal o' the Year trophy shall be presented to the Rascal o' the Year at the annual Rascals Ball.
7.8 The Rascal o' the Year shall display the trophy prominently in his house for the entire year he possesses it.
7.9 The trophy remains the property of the Lair and the Rascal o' the Year and must be surrendered to the Director at the following Rascals Ball.
7.10 The Rascal o' the Year bears all responsibility for the protection of the trophy and may not alter or damage the trophy in any way. In the event of damage to the trophy, repairs will be arranged by the Director, with all costs to be paid by the Rascal o' the Year.
