Assist developing countries in
harnessing the potentials of ICTs to contribute
towards reducing the social divide, improving
the quality life, promoting universal access and
facilitating entry into the information
society. In all actions,
take into account the needs of rural, isolated
and poorly served areas and people with special
needs (Gender, Youths and Indigenous
People).
The
WSIS Plan of Action shows strong synergies with
ITU-D's existing mandate as adopted by ITU
Member States at the ITU World Telecommunication
Development Conference (WTDC) in March 2002, ITU
Plenipotentiary Conference in October 2002 and
ITU Administrative Council Decisions.
