This three-year R & D study aims at developing a model of EYL instruction comprising a set of EYL curriculum, instructional materials and media. The first-year research (2001) is the data collection concerning the implementation of English programmed in Primary School. The results of data analysis show that the provincial EYL curriculum and instructional materials are not sufficiently appropriate for the young learner need. The 2002 activity was focused on developing the educational product, field-testing, and revising on the basis of fields-test data. The proposal product comprises a set of EYL curriculum for primary school, six volumes of instructional materials, and media (flash cards, puppets CD models and recoded song for children). The field test and product revision were carried out based primarily on the feedback of more than one thousand teachers participating in the field-test training and dissemination activities in ten regions in Java, and Sumatra. The third-year activity (2003) mostly focused on disseminating and socializing the proposed model. Many things should be done by lecturers who know TEYL and the ministry of National Education: in service-trainings for primary schools teachers who teach English EYL Courses offered at the English Education Department, developing appropriate material and media, and preparing qualified EYL teachers.
