The teaching of English does not always result in the level of proficiency expected by teachers or as prescribed by the curriculum. Such an inconsistency between purpose and product was found in the English language department of IKIP Malang. Following the development of a quality program in the 1970s, IKIP Malang student achievement was found to have declined during the 1980s. Almost all language skills were affected. One attempt to rectify the problem was the creation of a program called the English Intensive Course (IC). In order to determine its effectiveness, a study was conducted. The TOEFL test was administered to students prior to and then following completion of the IC. Statistical analysis of pre- and post- IC TOEFL scores showed a significant increase in linguistic achievement. In addition to effectiveness, the study also solicited student reaction to the IC program. Comments on materials, learning activities and teacher performance indicate strengths and weakness of the IC.
