Qualification of EYL Teachers in Some Regions in Indonesia

This paper leads to one of the major issues in English for Young Learners (EYL) instruction, viz., with the teacher qualifications. The implementation of the government policy has made primary school teachers, who are not prepared to teach English, face a hard time. Many of them are assigned to teach English. Lack of media, inappropriate teaching techniques, inappropriate selection of instructional materials, serious grammatical mistakes and mispronunciation are frequently (and clearly) seen in the field. Data collected in more than 700 questionnaires are analysed to identify the qualification of the teachers who are the participants of several regional workshops and in-service training. Most of them (71%) do not have any English education background; they are SMA, SPG, D-2, D-3 and S-1 graduates. Only 24.9% hold D-3 and S-1 English education certificates, without any special education for young learners. Most of them admit that they do not have any guidelines as to what they should teach and how they should prepare the lesson for primary school students. Many things must be carried out to cope with these problems: developing syllabi/guidelines for EYL teaching, media, and appropriate materials; and programming in-service and pre-service trainings to prepare teachers of English for primary schools.
