Creating Standard in Competency-Based EFL Teacher
Training Curriculum

A
big global challenge is heading the higher education to improve its quality
through the adoption of the new paradigm and the competency-based curriculum. This
has been the Directorate General of Higher Education (DGHE) project since the
year 2000 with the Decree of the Minister of National Education no 232/U/2000,
and refined by the Minister’s Decree no 045/U/2002. Implications of the two
decrees towards the Teacher Training Education include the shift from
teacher-centered to learner-centered learning and assessment, and the
involvement of the stakeholders to determine the learning outcomes graduates
must obtain.
This
paper is an attempt to share the strategic planning of the English Department, Teacher
Training Faculty of Widya Mandala Surabaya Catholic University to create its
standards for quality. By considering the stakeholders’ opinions, the
department predicts the various competencies needed in the work market to
determine the content of material to meet the learning outcomes supposed to be
gained by students when they graduate. They are competencies related to (1) learning
to learn, (2) the real world needs, (3) classroom teachers, (4) the future
jobs, (5) managing oneself and the environment.
The
learner-centered learning where students construct their own knowledge using
their previous experience of the world is derived from Constructivism. The fact
that teachers will no longer be the resourceful person in the classroom
requires continuous discussions and workshops to encourage people to move from
the old to the new paradigm. This is also followed by information to students
what they could expect from their learning activities.
