Competency-Based English Language Training: How We Can Possibly Implement It in Indonesia

Competency-Based Training (CBT) is said to be able to take the place of traditional system of training for a number of reasons. Some criticism on traditional trainings which have been identified so far are: only a small percentage of trainees really master the training tasks at a level of competency relevant to industry – that is industry is forced to train for “on the job” competencies; there is reliance on providing trainees with knowledge usually by lecture and not enough emphasis on learning how to actually do the tasks needed on the job; trainees receive little or no immediate feedback throughout the learning process; transcripts and course titles do not describe the actual competencies a person has achieved; most programs are inflexible; and trainees must enrol for the entire program even if he/she is competent in specific parts.

This paper will discuss how CBT can be implemented in English language training in Indonesia. Some English language courses deriving from a school conventional curriculum will be reviewed, and examples of competency-based English language programs will be examined.
