Standardized Evaluation in the English Department of the Indonesian Open University

Universitas Terbuka (UT) is an institution that conducts a distance learning system. The main characteristic of this system is the teaching and learning process is done from a distance. The students and the lecturers do not have to come to the class to have the lesson. The students use modules and other media (audio video materials) to learn the materials. The evaluation is done at certain place where UT’s students attend it twice a year. The evaluation materials are written by lecturers from other universities in Indonesia. To maintain the quality of the test, it is important to set a standardized test.  UT tried to make a standardized blue print which we called ‘kisi-kisi’. This ‘kisi-kisi’ helps every test writer to write parallel test item. UT usually cooperates with some other institutions in writing the test.  In maintaining the quality of the test UT had to develop its own standardized system of writing the test. Kisi-kisi is the tool of UT to maintain the quality of the test.
