Competency-Based development Program of ESP at University

This paper discusses the importance of English Development Program at university or college level, which gives a great deal of hopes to develop students’ language competence in order to be more ready to face the global challenges. This topic is inspired by the fact that many universities conducting this program have not yet had established system of language teaching for ESP and, therefore, need to share about how to best run this challenging scheme. The problem comes up because the process of conducting English program of this sort encompasses wide range of problem. It is very possible for anyone in charge of this program to encounter quite a few problems, whether concerning with its software or the phase of implementation in a real teaching-learning process. Besides, probably, there are some universities or colleges that are no ready enough to follow the trace of their fellows because of lacks of information or awareness of benefits they can take. In answer to this problem, it is here recommended that assumptions about the teaching of English for specific purposes at university or college level be elaborated, syllabus be outlined and textbooks be clarified.
