Standards can be set with biggest concerns toward the users of education, namely students, subject lecturers, and those who are interested in recruiting them after finishing study. In our case, STT TELKOM students consist of three major divisions, i.e. Telecommunication (S1 and D3), Informatics (S1 and D3), and Industrial (S1) departments. Thus the ESP is that for engineering students. The primary data accordingly are taken from them as the direct users of English classes. Since STT TELKOM ESP Lecturers are facilitators between freshmen and subject classes in each department, data from subject lecturers are crucial as well.

Meanwhile, stakeholders from whom we collected the data are educational institutions and companies of Infocom. Among the educational institutions are STT TELKOM itself, CISCO, ALKATEL, UNIKOM, and ARS University. While among the companies are Satelindo, Excelcomindo, Lippo Tel, SisIndosat, IM3, Telkomsel, Indosat, Unical, and VICO.

Having data from those three kinds of users of English classes, we approach toward the comprehensive standard for ELT courses in STT TELKOM.
