Developing
materials based on curriculum guidelines has long been seen as a sure way to
achieve national goals in ELT. The materials are also supposed to relieve
teachers from the burden of having to figure out what to teach, and concentrate
on how to teach, and thereby improve the results. However, evidence has shown
that provision has had adverse effects on teaching and learning. This paper
looks at both sides of the coin, and proposes ways to make more effective use
of the guidelines so that it can really benefit teachers in
