Competency-Based Teaching: Problems and Solutions

Competency-based teaching, which is being widely
implemented in Indonesia,
has been embraced with enthusiasm among teachers as it is claimed a priori that
competency-based teaching is far more effective in enhancing the learning
process than any other types of teaching. The greatest concern, however, is
that language teachers have not yet got what precisely the competency-based
teaching really means. Without a clear understanding, uncertainty about how
competency-based teaching is implemented prevails, and misinterpretations are
likely to occur. This paper will provide a historical sketch of the notion
"competence", which becomes the key concept in the current language
pedagogy. In so doing, language teachers can have a clear understanding and
eventually become cognizant of the historical bases of what constitute
"competence". Furthermore, the paper also highlights some problems
that potentially hinder the implementation of competency-based teaching in Indonesia.
It concludes by giving possible solutions to the problems.
