| The Department's Committment to Excellence Constable Robert White has worked tirelessly to upgrade the Department. As a result, the Precinct One Department is recognized as the most productive and innovative of all Constable Departments in El Paso County. It consistently leads all others in the amount of revenue generated from civil process operations, thus giving back to taxpayers more than they invest in the Department's budget. The Department also is an innovator in implementing community service programs that have a direct and significant impact on Precinct One residents. The community service programs reflect the Department's committment to protecting and serving the public through highly proactive, non-traditional community policing practices. Constable White has appointed and developed a group of highly qualified Deputy Constables who share his vision of a Department that serves as an example for other Constable Departments in the region to follow. |

| Robert Parker White was elected Constable in 1996 and re-elected in 2000. Constable White is a long-time resident of Precinct One, graduating from Coronado High School and the University of Texas at El Paso. He holds a State of Texas teaching certificate and has several years of teaching experience. Constable White is a graduate of the El Paso Community College Law Enforcement Academy and has completed numerous TCLEOSE-sanctioned courses at the Region VIII Sheriff's Academy. He recently completed a Master of Education degree at the University of Texas at El Paso. |
| Fred William Graf was promoted to Chief Deputy by Constable White in June, 2002. He is a graduate of the Region VIII Sheriff's Academy, where he graduated first in his class and also has completed numerous TCLEOSE-sanctioned courses. Graf has a Bachelor of Science in Criminal Justice, Master of Education in Counseling, and a Doctor of Philosophy (Ph.D.) in Psychology. He is a board-certified cognitive-behavioral therapist and a Diplomate in Psychotherapy. Graf served as an officer in the Military Police Corps, Texas State Guard. He is a member of the Texas Tactical Police Officers Association |

| German Avila was promoted to Sergeant by Constable White in June, 2002. Sergeant Avila has extensive experience as a peace officer and has completed numerous TCLEOSE-sanctioned courses through the Sheriff's Academy. |
| Deputy Oswaldo Gomez |
| Deputy Frank Guzman started his law enforcement career in 1974. He worked in the private security field for four years and in 1975 started working for the El Paso County Sheriff's Department as a detention officer. He is a graduate of the El Paso Community College Law Enforcement Academy and has completed numerous TCLEOSE-sanctioned courses through the Sheriff's Academy. |
