C.A.R.E. Program

Constable Robert White established the Constable's Awareness of Resident Elderly (CARE) Program as a proactive, community-oriented initiative designed to protect our elderly residents.  The program is for elderly residents of Precinct One.  For purposes of the CARE Program, an elderly resident is one who is 65 years of age or older, lives alone or with other elderly or dependent persons in a private residence locatedin Precinct One, and typically is homebound.  Constable White or one of his Deputy Constables, who are state-licensed peace officers, conducts a brief visit to a CARE participant's home to ensure he/she is safe and secure.  At the participant's request, the officer will check the perimeter of the home to ensure it is secure.  The regular presence of a uniformed peace officer in a marked police vehicle also serves as a deterrent to criminal activities in the participant's neighborhood.    Eligible persons are invited to contact Sergeant Fred Wm. The purpose for the Absent Student Assistance Program (ASAP) is to improve school attendance by responding assertively to instances of repeated unescused absences by students.  The premise of the ASAP is that students who are absent frequently are at a greater risk of dropping out of school and have an increased  tendency of committing criminal offenses in comparison with students who attend school regularly.  The ASAP currently is a pilot program at Coronado High School.  In the few months of ASAP's existence, student absenteeism has dropped dramatically.  Under the program, school administrators regularly provide the Constable Department a list of students experiencing repeated unexcused absences.  Constable White or one of his Deputy Constables  then visits the home of the student and advises the juvenile's parent or guardian of his/her legal obligation to compel the child's regular attendance.   The parent or guardian often is unaware of the child's absences or the legal requirement for regular school attendance
Community Protection

Non-profit organizations interested in receiving the services of the Constable Department for small special events occurring within Precinct One are asked to contact Constable White a minimum of three weeks before the event.  The Department can provide security, traffic control, and crowd control.  The Department will not normaly participate in events where the organization has contracted with a private security service or pays for the services of off-duty law enforcement personnel from other agencies.

The purpose for the Safe at Work (SAW) Program  is to provide small to medium-size businesses invaluable workplace violence prevention training and advisory services.  Incidents of workplace violence are increasing dramatically.  The most vulnerable organizations are those lacking the resources to develop meaningful workplace violence prevention programs.  The Precinct 1 Constable Department has on staff one of the few workplace violence prevention experts in the region.
