Officer Cosgrove is a lifelong resident of Elmira Heights. He received a B.A. degree in Criminal Justice from Mansfield University in 1988. He was hired as a Police Officer by the Elmira Police Department in July of 1996 and transferred to the Heights Police Department in October of 1997. Officer Cosgrove is married and has two children.
