When the Earth Alliance began the project to build its own mobile suits, the initial work was done in conjunction with the Morgenroete research facility on the Orb space colony Heliopolis. While Orb assisted in the research, they had an ulterior motive: steal the data from the Alliance to build their own mobile suits. From the stolen data, Orb constructed three prototype Gundam Astray units: the P01 "Gold Frame", the P02 "Red Frame" and the P03 "Blue Frame". While Orb was able to copy the Alliance's beam saber and beam rifle technology, they were unable to duplicate the Phase Shift armor and compensated by making the Astrays light and maneuverable. As with the Alliance suits, the Astrays were equipped with hand plugs to exchange energy and data with its carried weapons. The Alliance and Orb used different hand plugs, and only weapons designed for the Astray could be used without any modifications.
The development of the Astray project was interrupted when ZAFT attacked Heliopolis on 25 January CE 71. Orb desired to keep the Astray project secret and destroyed the Astray factory. However, a Coordinator named Rondo Sahaku was determined to save the three units. To that end, he loaded the Blue Frame with specifications to use various types of equipment and armament. Such equipment included a high mobility booster and an optional head sensor unit. Following the destruction of the factory, the Blue Frame was discovered by Junk Guild pilot Lowe Guele, but it was immediately seized by Serpent Tail mercenary pilot Gai Murakumo. Although he was hired to destroy all remaining evidence of the Astray project, Gai decided to keep the Blue Frame as his own personal mobile suit after being double crossed by his employers. As with the Gold Frame and Red Frame, the Blue Frame's initial standard armament included a beam rifle, beam sabers and a pair of "Igelstellung" vulcan guns.
Thanks to its design, Gai was able to equip the Blue Frame with a wide variety of custom armaments for various jobs. While defending the Alliance space fortress Artemis, Gai outfitted the Blue Frame with various bazookas and missile launchers. While on Earth, the Blue Frame was equipped with a 'scale system' for underwater mobility. The scale system was put to the test in a battle with Rondo's Gold Frame. Later, the Blue Frame was heavily damaged in combat with Eleven Socius's GAT-01D Long Dagger. Afterwards, Gai upgraded the unit to the Blue Frame Second with some assistance from Red Frame pilot Lowe Guele. Lowe's contribution was the detachable Tactical Arms backpack, which was capable of separate flight and came equipped with a 90mm Gatling gun. The Tactical Arms could also be reconfigured for use as an oversized blade. Additionally, the Blue Frame Second's feet were remodeled and featured hidden toe and heel knife blades, which also doubled as anchoring spikes. Another upgrade to the Blue Frame Second involved a two layer armor system. The second layer was equipped with Phase Shift and activated in the event of the first layer's breach. The Blue Frame Second could also be equipped with the FAP (Full Armor Phase Shift) system in place of the Tactical Arms. This coat-like armor covered the entire body with Phase Shift for extra protection.
