Manuel Roxas, Philippine President

  Manuel Roxas y Acuña (1892-1948), Philippine statesman, born in Capiz, and educated at the University of Manila. He entered politics and from 1922 to 1934 was speaker of the Philippine House of Representatives. During that period he became an associate of the Philippine statesman Manuel Luis Quezon y Molina, who in 1938 appointed Roxas secretary of finance. Immediately after the outbreak of war between Japan and the United States in December 1941, Roxas joined the staff of the U.S. general Douglas MacArthur. He served with distinction in the unsuccessful defense against the Japanese invasion of the Philippines and was captured by the Japanese in 1942. While he subsequently served in the Japanese puppet government, he was cleared of collaborationist intent after the war and was elected to the presidency of the Philippine commonwealth in 1946. On July 4 of that year, the independence of the Philippines was proclaimed, and Roxas became the first president of the Philippines. He advocated the establishment of close political and economic ties with the U.S.
