Incentives
  • Panabo Investment Incentives Code of 1995

    Full exemption from the payment of business tax, local fees (Mayor's Permit Fees, Building Permit, business sales taxes) and other fees and charges imposed under existing municipal ordinances and basic real property tax imposed under the Municipal Tax Code for a maximum period of two years from the start of commercial operation;

    Non-Tax Measures

    • The creation and operationalization of the Panabo Investment Promotion & Incentives Administration Board (PIPIAB) which is hereby mandated to effectively implement the provisions of this Code for the benefit of investors;
    • The creation, establishments, and operationalization of the Panabo Investors Assistance Center(PIAC) which shall act as one-stop shop processing and assistance center for investors;
    • The creation and operationalization of Panabo Industrial Zone Development Consortium (PIZDC), an aggrupation of landowners within the industrial zone of the city of Panabo which is intended to cater to and facilitate the acquisition by registered enterprise of the industrial land of their choice at prices lower than most growth centers in the country;
    • The existence of the Panabo Agri-Industrial Center Task Force (PAIC-TF), tasked to plan and oversee the implementation of programs and projects in the municipality.

  • Island Garden City of Samal Investment Code Of 1999

    Tax incentives

    • Discounted fees for the first three years on the cost of the Mayor's Permit & Licensing Fee;
    • The Investor shall secure the necessary Building Permit prior to the start of the building construction. Payment of the Building Permit Fee is however, deferred for two (2) years;
    • Gradual implementation of the ten (10) percent amusement tax;
    • Investment on environment projects located in the environmentally critical zone recharge area) shall be exempt from the payment of Real Property tax. Land located in the production forest zone (buffer area) that are planted with trees shall be tax free but the improvements therein shall be subject to tax as provided for in the local tax code;
    • Minimal payment of the building assessment fee for the first three (3) years.

    Non- Fiscal Incentives

    • One-stop assistance to investors through the Investment Center;
    • Simplified Processing procedure;
    • Availment of the benefits from the City's promotional efforts.

    Note: Revisions of the Island Garden City of Samal Investment Code of 1999 is on-going; draft currently deliberated by the City Council.
