It is a very simple plan you'll see: Many illuminati teachings mention the disappearance of a certain class of people, (i.e. fundamental Christians), just before, or at the time of the next world war, which though it will be WWIII, it is not Armageddon. Now most of the modern Christian �prophets,� loudly proclaim, to their shame I might add, that this helps to prove a pre-tribulation rapture of the church. They could not be further from the truth!
What do the Illuminati care about the rapture and why would they include it in their writings, it is an event that they have no control over! We definitely know for sure that if they cannot control something, then we do not understand what they are speaking of. And they have no control over the timing of the rapture! Unless they can fake it! Here is the scenario they present and I will also insert my own understandings into this scheme, and you shall see that it is not the same rapture we think of, when they speak of people �disappearing.�
The scary thing is that this plot is unfolding before our very eyes. I warned you all to be ready. The following excerpt is taken from a very important article about the Micro-Nuke used in the recent Bali, illuminati terrorist attack, posted on the website �Cutting Edge Ministries.� I will provide a link at the bottom of the page to the complete article.

Notice that Cooper places a number of elements within the context of the

Even this website, which I highly respect, makes the mistake of assuming that Bill Cooper in his illuminist-exposing book, �Behold A Pale Horse,� is actually speaking of the rapture of the church! But notice the quote: "some people disappear," he mentions it so fast and says so little about it that one can only assume this is slieght of mouth, trickery, and treachery! I will present the truth now in the form of a letter I recently dispatched:

In the summer of 2002, FEMA published a bid request for qualified construction companies to compete for contracts for three $6 million projects to create temporary cities that can house massive populations in the event of a disaster.
Published on conservative web site Newsmax, this news was dismissed by FEMA Spokesman Chad Kolton as "totally bogus." But when challenged by the publishers on the phone, Kolton confirmed the essence of the story. The camps and temporary cities are being planned, to be built in 2003.
FEMA says the sprawling temporary cities are being built to handle millions of displaced persons in the event of a large-scale terrorist attack on a major population center. Perhaps. Maybe FEMA has shed the yoke of its dark history. But considering the agency's legacy, is it so far-fetched to think it is not in some small way laying the groundwork to deal with those who dissent from our government's increasingly draconian program of permanent war?
Assigning emergency response personnel and pre-positioning and mobilizing specially trained teams or resources;
Monitoring, redirecting, or constraining transportation systems; and
Closing public and government facilities.

Banks ousted a million families from their land because of debt, and five million farmers were left with nothing.
Most Americans have never heard this but in 1940 the US population was supposed to be nearing 141.8 million but in fact, was 131.4 million according to US Census numbers. Three million can be explained away through migration. But 7.3 million people 'vanished' and there are no official explanations for where they went.
This all occurred BEFORE the over 120,000 Japanese Americans were interred in US concentration camps during WWII, (1941-1945 US).

Georgia lawmaker Doug Teper (Democrat) has proposed a bill to replace the state's electric chair with the guillotine. Teper's reasoning? It would allow for death-row inmates as organ donors, he says, since the "Blade makes a clean cut and leaves vital organs intact."
In 1995, a move to replace the electric chair with lethal injection (poisoning) failed in Georgia's assembly because legislators feared that prisoners could argue for a new sentencing hearing if the state changed the law.
The Guillotine, invented by the French Dr. Guillotine, was mainly used in the 18th and 19th century and chops off a person's head. It hasn't been used for decades in any country on this planet.

On February 17, 2006, in a speech to the Council on Foreign Relations, Defense Secretary Donald Rumsfeld spoke of the harm being done to the country�s security, not just by the enemy, but also by what he called �news informers� who needed to be combated in �a contest of wills.�
In 2002 Attorney General John Ashcroft announced his desire to see camps for U.S. citizens deemed to be �enemy combatants.� A Defense Department document, entitled the �Strategy for Homeland Defense and Civil Support,� has set out a military strategy against terrorism that envisions an �active, layered defense� both inside and outside U.S. territory. In the document, the Pentagon pledges to �transform U.S. military forces to execute homeland defense missions in the . . . U.S. homeland.� The strategy calls for increased military reconnaissance and surveillance.
The Washington Post reported on February 15, 2006 that the National Counterterrorism Center�s (NCTC) central repository holds the names of 325,000 terrorist suspects, a fourfold increase since fall of 2003. A Pentagon official said the Counterintelligence Field Activity�s TALON program has amassed files on antiwar protesters.
Shortly after Bush orchestrated 9/11, he issued "Military Order Number One", which empowered him to detain any noncitizen as an international terrorist or enemy combatant. Today that order extends to U.S. citizens as well.
Halliburton subsidiary "KBR" has been awarded a contract announced by the Department of Homeland Security�s United States Immigration and Customs Enforcement (ICE) component. The Indefinite Delivery/Indefinite Quantity contingency contract is to support ICE facilities and has a maximum total value of $385 million over a five year term. The contract provides for establishing temporary detention and processing capabilities in the event of an emergency influx of immigrants into the United States, or to support the rapid development of "new programs.�
HOUSTON, Texas � Halliburton (NYSE:HAL) announced that income from continuing operations for the full year of 2005 was $2.4 billion. Consolidated revenue in the fourth quarter of 2005 was $5.8 billion. Consolidated operating income was $779 million in the fourth quarter of 2005. This increase was largely attributable to higher activity in the Energy Services Group (ESG), partially offset by lower revenue in KBR primarily on government services projects in the Middle East. Annual operating income more than tripled to $2.7 billion in 2005.
Why exactly are prisons being built for "the rapid development of new programs?" Halliburton's company site confirms that the government is engaged in a massive construction and preparation exercise to build concentration camps and prisoner processing facilities in the United States. This is particularity astonishing and disturbing considering that the U.S. already incarcerates more orders of magnitude more people than any other nation, about on-par with U.S.S.R. at the height of Stalin's era.
The contract of the Halliburton subsidiary KBR to build immigrant detention facilities is part of a longer-term Homeland Security plan titled ENDGAME, which sets as its goal the removal of �all removable aliens� and �potential terrorists.� In the 1980s Richard Cheney and Donald Rumsfeld discussed similar emergency detention powers as part of a super-secret program of planning for what was euphemistically called �Continuity of Government� (COG). These men planned for suspension of the Constitution, not just after nuclear attack, but for any �national security emergency,� which they vaguely defined in Executive Order 12656 of 1988.
Over 800 concentration camps are reported throughout the United States, all fully operational and ready to receive U.S. Prisoners who disagree with the government. The concentration camps are all staffed and manned by full-time guards, however, they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) when Martial Law is implemented in the United States (at the stroke of a Presidential pen and the Attorney General's signature on a warrant).
The camps have railroad facilities as well as roads leading to and from the detention facilities, many have airports. Like Auschwitz, some of the camps have airtight buildings and furnaces. The majority of the camps can each house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive "mental health" facility and can hold approximately 2 million people.
Following the Halliburton subsidiary KBR (formerly Kellogg Brown and Root) announcement on Jan. 24 that it had been awarded a $385 million contingency contract by the Department of Homeland Security to build detention camps, two weeks later, on Feb. 6, Homeland Security Secretary Michael Chertoff announced that the Fiscal Year 2007 federal budget would allocate over $400 million to add 6,700 additional detention beds (an increase of 32 percent over 2006. What is interesting in the Homeland Security plan is that each concrete prison bed costs $60,000 per bed! Observing these concentration camps and general jail and prison facilities throughout the U.S., the Homeland Security plan is clearly buffered to build significantly more than 6,700 additional beds.
The Homeland Security $400 million allocation is more than a four-fold increase over the FY 2006 budget, which provided $90 million for the same purpose. Both the contract and the budget allocation are in partial fulfillment of an ambitious 10-year Homeland Security strategic plan, code-named ENDGAME, authorized in 2003. According to a 49-page Homeland Security document on the plan, ENDGAME expands "a mission first articulated in the Alien and Sedition Acts of 1798." Its goal is the capability to "remove all removable aliens," including "illegal economic migrants, aliens who have committed criminal acts, asylum-seekers (required to be retained by law) or potential terrorists." The government's definition of an enemy combatant covers almost any individual who promotes the rudimentary rights guaranteed by the U.S. Constitution.
Readiness Exercise 1984 - Rex 84
Rex 84 is a United States federal government program to test their ability to detain large numbers of American citizens. Exercises similar to Rex 84 happen periodically. From 1967 to 1971 the FBI kept a list of persons to be rounded up as subversive, dubbed the "ADEX" list.
Texas Congressman Henry Gonzales revealed many years ago plans of Rex 84 which former colonel Ollie North helped design. The late Representative Jack Brooks also of Texas brought this concentration camp and internment program as well as the Continuity of Government Program to light during the Iran Contra hearing. The chairman refused to let North even talk about them in open hearings under �National Security.� Mr. Gonzales stated these camps and plans were for the detention of AMERICANS, especially those who refused to surrender their weapons.
The Rex-84 Alpha Explan (Readiness Exercise 1984, Exercise Plan), indicates that FEMA in association with 34 other federal civil departments and agencies conducted a civil readiness exercise during April 5-13, 1984. It was conducted in coordination and simultaneously with a Joint Chiefs exercise, Night Train 84, a worldwide military command post exercise (including Continental U.S. Forces or CONUS) based on multi-emergency scenarios operating both abroad and at home. In the combined exercise, Rex-84 Bravo, FEMA and DOD led the other federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration through a gaming exercise to test military assistance in; "civil defense."

Red List - People on the Red List will be immediately exterminated, these are enemies of the New World Order who are in leadership or public positions. Mirroring the strategy employed in Nazi Germany, two weeks before instituting Martial Law, these people will be dragged from their homes in the middle of the night and flown to FEMA camps to be exterminated.
Blue List - Also enemies of the NWO but not necessarily leaders. These people will be rounded up after the imposition of martial law and will be "re-programmed" in the concentration camps where they will also be used for slave labor. Most will not survive.
Yellow List - these are people who are ignorant and do not care about the NWO who are likely to do whatever they are ordered to do.

�The RED List is for pick-up and execution before unobtrusive preparations for martial law are initiated. The BLUE List is also for execution, but later, within 6 weeks of martial law declaration. When you get picked up on a RED pick-up, they'll take you from your home at night, probably around 4 am and put you in a black van, then drive you to a helicopter waiting to fly you to an intermediate point. There, you'll be loaded onto a big 64-passenger CH-47 Chinook helicopter and fly you to one of 38 cities where you'll board a 747, 737, or 727. You may be taken straight to a red camp and executed. At some point, martial law will be declared. Martial law is when the writ of Habeas Corpus to have a trial by jury is suspended. Instead, of going to the judge, you go straight to jail. At this point, the BLUE listed people will be picked up. At that time, the country will be regionalized into ten regions, which are already designated by FEMA.�
The black choppers have state-of-the-art radio (RF) frequency wideband jammers, and can jam cell phones and CBs while they're executing black operations missions. This means that your cell phone could be jammed just before and/or during any action against you. In June of 1996, an FBI agent got hold of the Region Three BLUE List (from a CIA agent), and found his own name on it, and those of several others he knew in Virginia. The Regional BLUE List stated that the names on the BLUE List would be picked up 'within six weeks of the actual martial law declaration.' There are over 800 FEMA camps throughout the United States. Recently 26,000 pastors were recruited by FEMA (Federal Emergency Management Association) to instruct their congregations that in case of an emergency they are to peacefully hand over their arms and their children and go to the camps. In a case like Hurricane Katrina, people were starving, and had no home. They had no choice but to go to the FEMA camps or die of starvation.

Of course the Celtic-Druid-Coven has its own set of New World Order motto's which were erected in the form of a giant, granite, Sun-worship-monolithic-structure 30 years ago (Oct. 1979) in Elbert County Georgia. BRIAN WILSON: Fair to say, Shepard. A lot more questions than answers at this point, but something strange was going on in the Maryland night sky. Here is what we know; 1:00 a.m. the folks at NORAD saw something they couldn't identify in Maryland airspace, not far from the nation's capitol. The track it was taking caused them some concern so they scrambled 2 DC Air National Guard jets to check things out. Now, DC Air National Guard confirms that 2 F-16s from the 113th Wing were vectored to intercept whatever it was that NORAD was worried about. However, when the pilots got where they were supposed to be, they said they didn't see anything when they arrived on the scene.
Now the folks at NORAD would not provide details about the exact location, direction or speed of the object they were tracking. Now independently, a number of folks who live in Waldorf, Maryland, which is not far from Andrews Air Force Base and not far from the nation's capitol, called local radio station WTOP to say that about the same, they witnessed a fast moving, bright blue light in the sky. They go on to claim that the light was being chased by military jets. One witness tells the radio station that the jets were right on its tail. Quote: "as the thing would move, a jet was right behind it..." end of quote. An investigation is underway. But National Guard spokesman Captain Sheldon Smith says, and this is another quote, "We don't have any information about funny lights." By the way, this just happens to be the 50th anniversary of a series of still-unexplained sightings over the nation's capitol, a story that made banner-headline news in 1952. NEW ORLEANS (AP) - Tropical Storm Bill blew right past the National Weather Service's new five-day forecast, hitting Louisiana less than a day and a half after the first storm advisory was issued. "We like to get as much notice as possible, but this storm formed fast and moved fast," said Jim Ballow, assistant chief of operations for the Louisiana Office of Emergency Preparedness.
The National Weather Service entered the hurricane season announcing it now could provide five days' warning on storms, rather than the usual three days. A new weather service computer compiles data more rapidly; forecasters say it gives them confidence to track big storms sooner.
Despite its failure to do so in the case of Bill, NWS spokesman Frank Lepore said the five-day forecast will provide helpful information for most of this year's storms. With Bill, the time from formation to landfall was only 30 hours. "The five-day forecast had nothing to do with Bill," said James Bernauer, director of emergency preparedness for St. Mary Parish. "There wasn't any five days."
Bill developed from a weather system centered around Mexico's Yucatan peninsula before the weekend, but did not take shape until Sunday morning, when the first advisory was issued. At that time the storm was about 460 miles southeast of Port Arthur, Texas. By 4 p.m. Monday, Bill was washing ashore about 30 miles east of Morgan City, La.
The storm angled northeast, sweeping across New Orleans and Lake Pontchartrain and moving on inland across Mississippi and Alabama, leaving tens of thousands in Louisiana and Alabama without electricity Tuesday night. Some customers were likely to be without power until Wednesday, utilities said.
The storm was blamed for one death, a man killed by a falling tree limb in Atlanta.
A levee protecting the southern Louisiana town of Montegut broke Monday night, flooding about a quarter of the streets and some homes, fire chief Spencer Rhodes said. Mayor Eddie Price of Mandeville, La., said the damage likely would cost his town as much as the damage from hurricanes Lili and Isidore combined.
"Because the reports we were getting from the NWS turned out to be, quite frankly, incorrect, the people were left without a defense," Price said.

Russian Foreign Ministry reports are stating today that Prime Minister Putin�s �sudden� diplomatic trip to France was made at the behest of China�s President Hu in order to �warn� the European Union not to become involved with the US following what is widely expected to be a �retaliatory strike� against the United States, and who the Chinese military has blamed for the catastrophic May 12th earthquake that has killed nearly 90,000 human beings.
Chinese and Russian Military scientists, these reports say, are concurring with Canadian researcher, and former Asia-Pacific Bureau Chief of Forbes Magazine, Benjamin Fulford, who in a very disturbing video released from his Japanese offices to the American public, details how the United States attacked China by the firing of a 90 Million Volt Shockwave from the Americans High Frequency Active Auroral Research Program (HAARP) facilities in Alaska.
So powerful was this Shockwave, Britain�s Times Online News Service is reporting that the entire atmosphere over the Chinese earthquake zone became mysteriously changed 30 minutes prior to the 8.0 Magnitude Trembler.
Russian scientists are further speculating that the United States strike against China was �exactly timed� to coincide with the dangerous experiments ongoing at Large Hadron Collider for the European Organization for Nuclear Research (CERN), and which we had previously reported on in our May 13th report titled �CERN �Nailed Heart Of Earth� With China Quake, Chilean Volcano�.
Russian Military Analysts note that though China�s Military has ordered its vast submarine fleet to �disperse� throughout the Pacific Ocean, the Chinese �attack� against the United States would, most likely, take a form of economic warfare instead of an actual clashing of forces.
More disturbing, however, in these reports is China�s urging of both Syria and Turkey not to allow more water into the mighty rivers of the Euphrates and Tigris, which the Iraqis are warning are running dry due to the severe drought in that war-torn Nation.
The importance of this latest move by China is the newly signed Defense Pact signed between Iran and Syria which would allow Chinese Military Forces permission to use Iranian territory to come to the aid of Syria.
China Warns US As Weather War Intensifies

Russian Military Analysts are reporting to the Kremlin today that the head of China�s Central Military Commission, General Guo Boxiong, has �warned� the United States Secretary of Defense, Robert Gates, to �immediately stop targeting China or we will bury you�.
As we had previously reported on in our June 17th report, �Weather Wars� Pummel US-China Heartlands, India In Total Chaos, the United States and China have been pummeling each other from their respective billion watt, over-the-horizon, radar systems located in China�s Lop Nor and the US� Alaskan tundra.
Such catastrophic damage has occurred due to this conflict that China has reported over 176 deaths due to massive flooding, and the United States has reported over 24 deaths with billions more in crop damage to their most vital growing regions threatening Global food price rises of unprecedented amounts.
China�s latest warning, however, these reports state, are due to what the Chinese Military is saying is the United States �deliberate steering� of Typhoon Fengshen towards the South China Sea after its deadly rampage through the Philippines.
Both Russian and Chinese scientists have long stated that the United States has �perfected� its abilities to direct the paths of cyclonic storms and give as the latest example the �steering� of Typhoon Nargis into Myanmar, and which left nearly 200,000 dead in that embattled oil rich Nation, and which �conveniently� both US and French warships were �positioned� near its coast to provide �aid�.
Of the greatest fears, however, of China�s warning to the US is that like they blame the Americans for doing to them, and as we had previously reported on in our May 30th report �China Orders Strike Against US For Catastrophic Earthquake�, the Chinese by increasing the wattage of their attack radar is able to, also, inflict a catastrophic earthquake upon the North American Continent.
Canadian researcher, and former Asia-Pacific Bureau Chief of Forbes Magazine, Benjamin Fulford, and as we had, also, previously reported on, has warned of these attacks, and based upon the strange multicoloured clouds that form in the ionosphere preceding the �heating� of our Earth�s ionosphere by these radar weapons, Russian President Medvedev has ordered Russia�s Strategic Bombers to begin patrols of the Arctic Regions where the first evidence of an attack will be spotted.
It is not to our knowing if the United States will heed this warning from the Chinese, or even if they are willing to as their economy continues its death spiral and they now find themselves at virtual economic war with their own European Allies, and as we had reported on in our June 18th report �Catastrophic Collapse Of Western Economy Looms As US-EU Begin Monetary War�.
What is to our knowing though, of these things, and as the United Nations is warning today, that the Middle East is about to turn into a �Ball of Fire� with the planned US-Israeli attack upon Iran, the United States appears to have no choice left to them but Total Global War in order to continue their hegemony of the Earth.
To the American people themselves, and who remain virtually blind to the catastrophic power of these new weapons of war currently being unleashed upon our World, they remain the least prepared to survive the coming horrors of this new war, even to the mocking of those, like us, who continue to issue warnings so that they may not be caught unaware, and unprepared, for the many catastrophes soon to befall them.

By shooting intense radio beams into the night sky, researchers created a modest neon light show visible from the ground. The process is not well understood, but scientists speculate it could one day be employed to light a city or generate celestial advertisements.
Researchers with the High Frequency Active Auroral Research Program (HAARP) project in Alaska tickled the upper atmosphere to the extent that it glowed with green speckles.
The speckles were sprinkled amid a natural display known as the aurora borealis, or Northern Lights. The aurora occurs when electrons from a cloud of hot gas, known as plasma, rain down from space and excite molecules in the ionosphere, about 30 miles (50 kilometers) up.
The HAARP experiment involves acres of antennas and a 1 megawatt generator. The scientists sent radio pulses skyward every 7.5 seconds, explained team leader Todd Pederson of the Air Force Research Laboratory.
"The radio waves travel up to the ionosphere, where they excite the electrons in the plasma," Pederson told LiveScience. "These electrons then collide with atmospheric gasses, which then give off light, as in a neon tube."
Pederson and his colleagues missed the show, but they snapped images.
"We unfortunately were indoors watching the data on monitors during the experiment and were busy scrambling trying to make sure the effects were real and not some glitch with the equipment," he said. "We knew right away it was something extraordinary to show up in real time on the monitor against the natural aurora, but did not confirm that it would have been visible to the naked eye until a day or two later when we had a chance to calibrate the raw data."
The experiment is detailed in the Feb. 2 issue of the journal Nature.
The research could improve understanding of the aurora and also help explain how the ionosphere adversely affects radio communications.
It is not yet clear if the aurora must already be active before an artificial sky show can be induced, says Karl Ziemelis, chief physics editor at the journal.
If no pre-existing aurora is required, Ziemelis said, "we are left with the tantalizing (some would say disconcerting) possibility that such radio-fuelled emissions could form the basis of a technology for urban lighting, celestial advertising, and more."

Earthquake prediction is written in the clouds?

"YouTube has footage of strange multicoloured clouds seen just before the recent earthquake struck Sichuan province in China. The first impression is of a rainbow smeared on to small scraps of clouds, a phenomenon best known in a circumzenithal halo. This is created when sunlight shines through cirrus clouds full of tiny hexagonal ice crystals shaped like plates. The crystals behave like glass prisms, splitting the light into a bow with the colours of the spectrum, often brighter than a rainbow.
But one puzzle is that the colours in the Chinese clouds were upside down from a normal circumzenithal halo � red pointing towards the horizon and blue towards the Sun, instead of the other way round.
Is there a way to predict earthquakes? For centuries people have reported seeing fogs before earthquakes strike, or electrical flashes and strange lights. But reliable earthquake prediction has proved elusive, although one feature of the Earth�s atmosphere offers hope.
Earthquakes are sometimes heralded by changes in the ionosphere, the Earth�s upper atmosphere on the edge of space."

Mr. HASTINGS of Florida introduced the following bill; which was referred to the committee on Transportation and Infrastructure, and in addition to the Committee on Armed Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.

To direct the Secretary of Homeland Security to establish national emergency centers on military installations.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the �National Emergency Centers Establishment Act�.
SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS.
(a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations.
(b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure--
(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;
(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;
(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and
(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.
SEC. 3. DESIGNATION OF MILITARY INSTALLATIONS AS NATIONAL EMERGENCY CENTERS.
(a) In General- Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate not fewer than 6 military installations as sites for the establishment of national emergency centers.
(b) Minimum Requirements- A site designated as a national emergency center shall be--
(1) capable of meeting for an extended period of time the housing, health, transportation, education, public works, humanitarian and other transition needs of a large number of individuals affected by an emergency or major disaster;
(2) environmentally safe and shall not pose a health risk to individuals who may use the center;
(3) capable of being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures;
(4) capable of housing existing permanent structures necessary to meet training and first responders coordination requirements during non-disaster periods;
(5) capable of hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs;
(6) required to consist of a complete operations command center, including 2 state-of-the art command and control centers that will comprise a 24/7 operations watch center as follows:
(A) one of the command and control centers shall be in full ready mode; and
(B) the other shall be used daily for training; and
(7) easily accessible at all times and be able to facilitate handicapped and medical facilities, including during an emergency or major disaster.
(c) Location of National Emergency Centers- There shall be established not fewer than one national emergency center in each of the following areas:
(1) The area consisting of Federal Emergency Management Agency Regions I, II, and III.
(2) The area consisting of Federal Emergency Management Agency Region IV.
(3) The area consisting of Federal Emergency Management Agency Regions V and VII.
(4) The area consisting of Federal Emergency Management Agency Region VI.
(5) The area consisting of Federal Emergency Management Agency Regions VIII and X.
(6) The area consisting of Federal Emergency Management Agency Region IX.
(d) Preference for Designation of Closed Military Installations- Wherever possible, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate a closed military installation as a site for a national emergency center. If the Secretaries of Homeland Security and Defense jointly determine that there is not a sufficient number of closed military installations that meet the requirements of subsections (b) and (c), the Secretaries shall jointly designate portions of existing military installations other than closed military installations as national emergency centers.
(e) Transfer of Control of Closed Military Installations- If a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Defense shall transfer to the Secretary of Homeland Security administrative jurisdiction over such closed military installation.
(f) Cooperative Agreement for Joint Use of Existing Military Installations- If an existing military installation other than a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Homeland Security and the Secretary of Defense shall enter into a cooperative agreement to provide for the establishment of the national emergency center.
(g) Reports-
(1) PRELIMINARY REPORT- Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--
(A) an outline of the reasons why the site was selected;
(B) an outline of the need to construct, repair, or update any existing infrastructure at the site;
(C) an outline of the need to conduct any necessary environmental clean-up at the site;
(D) an outline of preliminary plans for the transfer of control of the site from the Secretary of Defense to the Secretary of Homeland Security, if necessary under subsection (e); and
(E) an outline of preliminary plans for entering into a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f).
(2) UPDATE REPORT- Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--
(A) an update on the information contained in the report as required by paragraph (1);
(B) an outline of the progress made toward the transfer of control of the site, if necessary under subsection (e);
(C) an outline of the progress made toward entering a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and
(D) recommendations regarding any authorizations and appropriations that may be necessary to provide for the establishment of a national emergency center at the site.
(3) FINAL REPORT- Not later than 1 year after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--
(A) finalized information detailing the transfer of control of the site, if necessary under subsection (e);
(B) the finalized cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and
(C) any additional information pertinent to the establishment of a national emergency center at the site.
(4) ADDITIONAL REPORTS- The Secretary of Homeland Security, acting jointly with the Secretary of Defense, may submit to Congress additional reports as necessary to provide updates on steps being taken to meet the requirements of this Act.
SEC. 4. LIMITATIONS ON STATUTORY CONSTRUCTION.
This Act does not affect--
(1) the authority of the Federal Government to provide emergency or major disaster assistance or to implement any disaster mitigation and response program, including any program authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.); or
(2) the authority of a State or local government to respond to an emergency.
SEC. 5. AUTHORIZATION OF APPROPRIATIONS.
There is authorized to be appropriated $180,000,000 for each of fiscal years 2009 and 2010 to carry out this Act. Such funds shall remain available until expended.
SEC. 6. DEFINITIONS.
In this Act, the following definitions apply:
(1) CLOSED MILITARY INSTALLATION- The term �closed military installation� means a military installation, or portion thereof, approved for closure or realignment under the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note) that meet all, or 2 out of the 3 following requirements:
(A) Is located in close proximity to a transportation corridor.
(B) Is located in a State with a high level or threat of disaster related activities.
(C) Is located near a major metropolitan center.
(2) EMERGENCY- The term �emergency� has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).
(3) MAJOR DISASTER- The term �major disaster� has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).
(4) MILITARY INSTALLATION- The term �military installation� has the meaning given such term in section 2910 of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2681 note).

Many people have wondered about the television switchover from analog to digital and the little converter boxes that the government is helping people to purchase.
It is quite a scheme, and the "upgrade" is one that will facilitate high-tech mind control. Our U.S. Military has used such technology for over ten years, and it was used on the Iraqis to bring them to their knees quickly when invaded in 1990.
The technology is called Silent Sound Spread Spectrum or SSSS. U.S. Patent number 4,858,612 was issued to Philip Stocklin on December 19th, 1983, for the invention. It is also known as sound of silence (remember the Simon and Garfunkel song), and it works by transmission of sound undetected by the ear but planted into the human auditory cortex of the brain. It is the ultimate in universal mind control. If this system were attempted to be used with the old analog television, it would show up only as static. That is why everything must be converted to digital, and the government will help you pay for it. Don't put it past big brother to try to put the will of the Antichrist directly into your brain as you make eye contact with your digital television.

However, in my research I have found what I believe to be the true origin of this material though I cannot be sure because Mr. David J. Meyer did not quote it. The reason I say this is because this article also quotes, in itself, the entire song by Paul Simon, �The Sound of Silence,� and indeed, the song title is also the title of the article in question. MOSCOW -- "If you're inclined to believe Igor Panarin, and the Kremlin wouldn't mind if you did, then President Barack Obama will order martial law this year, the U.S. will split into six rump-states before 2011, and Russia and China will become the backbones of a new world order.
Panarin might be easy to ignore but for the fact that he is a dean at the Foreign Ministry's school for future diplomats and a regular on Russia's state-guided TV channels. And his predictions fit into the anti-American story line of the Kremlin leadership.
"There is a high probability that the collapse of the United States will occur by 2010," Panarin told dozens of students, professors and diplomats Tuesday at the Diplomatic Academy -- a lecture the ministry pointedly invited The Associated Press and other foreign media to attend.
The prediction from Panarin, a former spokesman for Russia's Federal Space Agency and reportedly an ex-KGB analyst, meshes with the negative view of the U.S. that has been flowing from the Kremlin in recent years, in particular from Vladimir Putin.
Putin, the former president who is now prime minister, has likened the United States to Nazi Germany's Third Reich and blames Washington for the global financial crisis that has pounded the Russian economy.
Panarin didn't give many specifics on what underlies his analysis, mostly citing newspapers, magazines and other open sources.
He also noted he had been predicting the demise of the world's wealthiest country for more than a decade now.
But he said the recent economic turmoil in the U.S. and other "social and cultural phenomena" led him to nail down a specific timeframe for "The End" -- when the United States will break up into six autonomous regions and Alaska will revert to Russian control."

Chiron Corporation has initiated a US Phase I/II study of a new flu vaccine offering faster production in the event of a vaccine supply shortfall or an avian flu pandemic. Chiron's flu cell-culture vaccine is produced using canine kidney cells, the virus is propagated in the Madin-Darby Canine Kidney (MDCK) cell line.
In April of this year, another supplier Sanofi Pasteur was awarded a $97 million contract from the US Health and Human Services Department (HHS) to speed the production process for new cell-culture influenza vaccines. Sanofi Pasteur will be using PER.C6 cell-culture.
The PER.C6-based pandemic flu vaccine will be the first influenza vaccine developed using human cell production technology. Herein lies the problem. The PER.C6 human cell-culture comes from an aborted fetus.

The forced inoculations of a swine-flu vaccine would be an abomination even without the use of PER.C6 or mammalian aborted fetus cell-lines, being that the vaccine would inherently need to be constructed as a formula containing a sampling of the current original SWINE-FLU H1N1 strain. It would be no different to YHWH than what Antiochus IV Epiphanes did when he sacrificed a pig on the altar at the Temple of G-d in Jerusalem. First will come the immediate Red List Terminations which are now the proclaimed enemies of the state. The Abomination of Desolation comes first and is perpetrated against the Church/Temple because it is the defilement of the Church/Temple while the Church/Temple is still here on earth. Holder Jr. and other top administration officials, came on the eve of a much-anticipated speech Mr. Obama is to give Thursday on a number of thorny national security matters, including his promise to close the detention center at the naval base in Guantanamo Bay, Cuba. Human rights advocates are growing deeply uneasy with Mr. Obama�s stance on these issues, especially his recent move to block the release of photographs showing abuse of detainees, and his announcement that he is willing to try terrorism suspects in military commissions � a concept he criticized bitterly as a presidential candidate.
The two participants, outsiders who spoke on the condition of anonymity because the session was intended to be off the record, said they left the meeting dismayed.
They said Mr. Obama told them he was thinking about "the long game" � how to establish a legal system that would endure for future presidents. He raised the issue of preventive detention himself, but made clear that he had not made a decision on it. Several senior White House officials did not respond to requests for comment on the outsiders� accounts.
"He was almost ruminating over the need for statutory change to the laws so that we can deal with individuals who we can�t charge and detain," one participant said. "We�ve known this is on the horizon for many years, but we were able to hold it off with George Bush. The idea that we might find ourselves fighting with the Obama administration over these powers is really stunning."
The other participant said Mr. Obama did not seem to be thinking about preventive detention for terrorism suspects now held at Guantanamo Bay, but rather for those captured in the future, in settings other than a legitimate battlefield like Afghanistan.

I had gone back to the very first church where I first studied the Word when I first became a believer, the church John Elias had taken me to after he led me to Christ nearly 30 years ago. The pastor I once knew was no longer there of course but the church was more like a hollow shell now, mostly empty and dark. As I approached the front entrance I noticed, in a dark corner off to the side, a tarp covering a stack of what looked like tubes. The wind was blowing and the tarp, flapping in the wind, had worked itself loose. So I kept getting glimpses of the tubes as I walked towards the front door from the parking lot. As I got closer and closer I finally realized that the tubes that had been covered up, (in a poor attempt to hide them,) were missiles about 6 feet tall in height, standing up, stacked in the corner. I don�t know how, or why, but in the dream I instantly knew that they were chemical-biological warhead tipped missiles. And I knew they were ultimately from a Middle Eastern country that obviously supports terrorism. (I did not get a name of a country). I figured, at only 6 feet in height, such small weaponry must have been intended for a localized event.
Anyways I went inside to see who was in charge and what was going on and there was nobody to be found. I went up the center isle towards the front of the building and up to the pulpit area and found more missiles covered and hiding at the back of the mini-stage behind the pulpit. I never found anyone at the church but I knew at that point that the current pastor had taken money in exchange for storing these missiles for terrorists. I was angry but I was never afraid. I was calm throughout the dream. It was not an anxiety dream, nor was it a lucid dream, but it was vivid (though very dark). The missiles had dark green labels on them with no writing. Then I woke up. After praying time I got online and decided to go to Stan and Holly Deyo�s Millennium Ark page first since I had not been there for a while. The very first article at the top of the page is the one I am posting here below from the Washington Times dated June 3rd.
With all that is going on ~ The abortion Dr. that was just killed, the two Army recruiters shot by a MUSLIM extremist, new Osama threats, Obama promoting the King of the South in Egypt today, etc, etc. The alphabet propaganda networks are quickly joining in and piling on, (along with Janet Napolitano DHS Secretary) the idea that all fundamental end-times believing Christians are right-wing wacko-terrorists. We are quickly being set up for extermination via the next false-flag-manufactured terror event. A terrorist organization would never forecast their plans out in the open the way portrayed in this Washington Times hit-piece, set-up story. Only the Illuminati-controlled United States World Government operates this way because it was designed to set-up a certain class of people for elimination, (Christians).

U.S. counterterrorism officials have authenticated a video by an al Qaeda recruiter threatening to smuggle a biological weapon into the United States via tunnels under the Mexico border, the latest sign of the terrorist group's determination to stage another mass-casualty attack on the U.S. homeland. (MEMRI TV) The video aired earlier this year as a recruitment tool makes clear that al Qaeda is looking to exploit weaknesses in U.S. border security and also is willing to ally itself with white militia groups or other anti-government entities interested in carrying out an attack inside the United States, according to counterterrorism officials interviewed by The Washington Times.
The officials, who spoke only on the condition they not be named because of the sensitive nature of their work, stressed that there is no credible information that al Qaeda has acquired the capabilities to carry out a mass biological attack although its members have clearly sought the expertise. The video first aired by the Arabic news network Al Jazeera in February and later posted to several Web sites shows Kuwaiti dissident Abdullah al-Nafisi telling a room full of supporters in Bahrain that al Qaeda is casing the U.S. border with Mexico to assess how to send terrorists and weapons into the U.S.
"Four pounds of anthrax -- in a suitcase this big -- carried by a fighter through tunnels from Mexico into the U.S. are guaranteed to kill 330,000 Americans within a single hour if it is properly spread in population centers there," the recruiter said. "What a horrifying idea; 9/11 will be small change in comparison. Am I right? There is no need for airplanes, conspiracies, timings and so on. One person, with the courage to carry 4 pounds of anthrax, will go to the White House lawn, and will spread this 'confetti' all over them, and then we'll do these cries of joy. It will turn into a real celebration."
In the video, obtained and translated by the Middle East Media Research Institute, al-Nafisi also suggests that al Qaeda might want to collaborate with members of native U.S. white supremacist militias who hate the federal government.
Sean Smith, a spokesman for Homeland Security Secretary Janet Napolitano, said the U.S. takes such threats seriously.
"We can never stop being vigilant while there are individuals who seek to do harm on the American people," he said. "We continue to step up our efforts with additional personnel and better technology along the northern and southern borders and continue to strengthen our sea, land and air ports of entry."
A U.S. counterterrorism official, speaking on the condition of anonymity, said al-Nafisi is a "person of interest" and a veteran recruiter for al Qaeda. Misidentified on some blog sites as a professor, he is a Kuwaiti dissident and al Qaeda associate who is thought to have communicated with senior al Qaeda leaders in recent years, the counterterrorism official said. The recruiter is also said to have close ties to Mullah Mohammed Omar, the senior Afghan Taliban leader now thought to be in Pakistan.
Al-Nafisi "is a significant ideological player in terrorist circles, and that makes him dangerous because he can inspire his followers to do extremely bad things," the official said.
Drug Enforcement Administration and Defense Department officials have been paying close attention to links between various terrorist organizations, such as Hezbollah, and drug cartels in South America, Central America and Mexico. "It shouldn't be a surprise to anyone that terrorist organizations would utilize the border to enter the U.S.," said a DEA official who also asked not to be named because of his involvement in ongoing intelligence operations. "We can't ignore any threat or detail when it comes to al Qaeda and other terrorist organizations bent on attacking the U.S."
The Times first reported in March that Hezbollah -- an Iran-backed group based in Lebanon -- is using routes that Mexican drug lords control to smuggle contraband and people into the United States to finance operations. While Hezbollah appears to view the U.S. primarily as a cash cow to finance its operations elsewhere, "it should not be viewed lightly, as the money raised can be used against the U.S. or assets in future operations," another counterterrorism official said. No confirmed attacks in the U.S. have been linked to Hezbollah.
In the video, al-Nafisi emphasized that al Qaeda had chemical laboratories in Afghanistan prior to the U.S. invasion. He described his admiration for Hezbollah and said that al Qaeda continues to have scientists and resources at its disposal.
"The Americans are afraid that the [weapons of mass destruction] might fall into the hands of 'terrorist' organizations like al Qaeda and others," he told followers. "There is good reason for the Americans' fears. ... [Al Qaeda] had laboratories in north Afghanistan. They have scientists, chemists and nuclear physicists. They are nothing like they are portrayed by these mercenary journalists - backward Bedouins living in caves. No, no, by no means. This kind of talk can fool only naive people. People who follow such things know that al Qaeda has laboratories, just like Hezbollah."
Intelligence officials said the video provides important insights into al Qaeda recruitment methods and views of the West. In the 10-minute clip, al-Nafisi suggested that al Qaeda might want to make common cause with what he claimed are "300,000" members of white supremacist and other militias in the U.S. "These militias even think about bombing nuclear plants within the U.S.," he said. "May G*d grant them success, even though we are not white, or even close to it, right? They have plans to bomb the nuclear plant at Lake Michigan. This plant is very important. ... May G*d grant success to one of these militia leaders, who is thinking about bombing this plant. I believe that we should devote part of our prayers to him."
