As part of my candidacy for the Capistrano Unified School District Board of Education, Area 4, I would like to highlight for voters progress that is being made in the implementation of the federal No Child Left Behind Act of 2001.
In the spirit of the Act, President Bush recently commented, "If you lower expectations, if you lower the bar...you'll prevent learning. If you raise expectations, if you raise the bar...you'll promote learning." President Bush announced that next month (September) he will host a White House Conference on Missing, Exploited and Runaway Children in response to the recent child abductions that have left many families fearful. The Department of Justice has published a handbook, Personal Safety for Children: A Guide for Parents, which contains practical advice to help families and communities make their homes, schools and neighborhoods safer. The U.S. Department of Education recently hosted a nations conference, Leaving No Child Behind: Results-Based Strategies for Safe and Drug-Free Schools. With a goal of bringing the American dream to every child, U.S. Secretary of Education, Rod Paige and the U.S. Department of Education are spearheading efforts to spur English mastery and fluency. The U.S. Department of Education's long-standing Blue Ribbon Schools recognition program is undergoing changes to better reflect higher expectations and accountability. Nothing is more important to improving student achievement than having curriculum backed by research. To that end, the U.S. Department of Education has recently awarded a contract to develop a national What Works Clearinghouse, which will summarize evidence on the effectiveness of different programs, products, and strategies intended to enhance academic achievement.
