Murphy's Clerics

God of Mercy LG Cleric 20 special powers to priests. When struck down, the god gains more power. When giving mercy, they may use their powers.

I don't get this special ability. When who is struck down, the god or the priests? If the god is struck down dead, it becomes more powerful? Or if the god strikes down all of it's priests, would it become more powerful? And when giving mercy, the priests can use their powers? They can't use them otherwise?
Example:
DM: Here come 3 wights.
All PC's: Oh no! Level drainers!
Cleric PC: I'll dispel/destroy them!
Other PCs: Go man go!
DM: You can't use your power unless you grant mercy.
PC: Oh, that's right. I'll grant mercy and refuse to turn them.
Other PCs: What! You loser! If we live through this I'll kill you myself!
DM: By granting mercy, you have the ability to turn them now.
Cleric PC: Alright! I blow them up.
DM: The wights are all toast.
Other PCs: Hurray! Way to go! Our hero!
DM: By going back on your mercy, your god strikes you down, incidentally gaining more power.
God of Mercy: Thanks.
Cleric PC: This is stupid.
DM: And then it strikes itself down for destroying it's follower, instead of granting you mercy. It becomes an overpower.
Cleric PC: Oh, shut up.

Although this sounds wildly entertaining, I think that it's not quite what you have in mind.
