Stats-
There are 9 stats- 3 physical, 3 mental, 3 mystical.
These are further separated into one acting/opposing stat, one effect stat, and one resistance stat.
The average human has a 2 in each stat. Each point higher doubles the value. (Someone with a str 3 is twice as strong as a str of 2, someone with a str of 5 is eight times as strong as a str of 2, etc.)
Physical-
Dexterity: physical agility and nimbleness. Use this to hit, or to avoid being hit. Most heroes have a 5-7.
Strength: ability to lift weight and do damage. Most heroes without superstrength have a 3-5.
Body: resistance to physical damage. Most heroes have a 4-5.
Mental-
Intelligence: ability to think rapidly and knowledge of facts. Most heroes have a 5-7.
Will: ability to draw conclusions and willpower in general. Most heroes have a 3-6.
Mind: resistance to mental stress. Most heroes have a 4-6.
Mystical-
Influence: power of a the character's personality and presence. Most heroes have a 3-4.
Aura: represents ability to intercede with personality and indicates level of magic power. Most heroes have a 3-5.
Spirit: resistance to mystical stress and a reflection of general spiritual resolve. Most heroes have a 3-4.
Wealth-
Choose an annual income.
Motivation-
Why do you do what you do? Choose a heroic motivation from among these five choices.
Powers and Skills have a base cost (listed in parenthesis) and an additional cost based on high powerful or skilled you are at it.
Powers (you can apply bonuses to powers to gain additional facets, or limitations to lose facets. Bonuses increase cost, limits reduce them. These are listed after the powers.)
Acid(15): shoot acid at foes
Bomb(20): causes bomb centered on self
Claws(25): sharp
Cling(10): wall-crawling
Cold Immunity(5): duh
Darkness(5): generate darkness field. Hero can see through it.
Digging(5): duh
Disintegration(100): range of touch
Energy Absorbtion(25): absorb energy attacks unharmed (not magic energy)
Energy Blast(15): something other than lightning or fire, I suppose.
Extra Limb(5): tail, extra arms, etc.
Flame Being(10): create and cover self with a sheet of flame
Flame Immunity(5): duh
Flame Project(15): human flamethrower
Flash(20): blind foes
Flight(10): up, up, and away!
Fog(5): obscure vision
Force Field(30): duh
Force Shield(10): like above, but not an entire cover- just the front or the back.
Gliding(5): fun, but not as much fun as flight
Glue(15): glue foe to ground
Growth(35): Enekchok! (or whatever he says.) grow bigger, stronger, and tougher
Hypersensitive Touch(5): read newspapers with your fingers.
Ice Production(20): create objects with ice
Icing(5): cover self with a sheet of ice
Invisibility(10): turn self invisible
Invulnerability(5): continue to live when you should be dead
Jumping(10): leap tall buildings with a single bound!
Lightning(15): fire lightning bolts
Mimic(50): duplicate powers and str of other people
Mutation(200): evolve or devolve targets
Omni-Arm(10): turn your arms into scissors, lobster claws, hammers, or something else equally stupid
Poison Touch(30): duh
Projectile Weapons(15): fire projectiles
Running(10): run faster than a speeding bullet
Sealed Systems(5): survive in any environment
Self Manipulation(75): turn your whole body into anything you desire, like a car
Shrinking(15): shrink self to the size of an ant while still retaining full humam strength! (Good for hiding and kicking around ants.)
Skin Armor(50): bulletproof skin
Solar Sustenance(5): derive nourishment from the sun
Sonic Beam(15): shatter glasses and concrete with a scream
Split(50): seperate self into many beings
Stretching(10): elongate body
Super Breath(10): blow little piggies' houses down
Superspeed(25): run. rread, type, or whatever really fast
Swimming(5): one of the reasons Aquaman is as great a hero as he is
Systemic Antidote(5): immune to chemical, poison, and drug attacks
Two-Dimensional(75): turn self flat and hope enemy doesn't fold you up like a map and shove you in a glove compartment
Vibe(20): shake things to pieces
Water Freedom(5): move through water as easily through air. The other reason Aquaman is the great hero he is.
Adaption(1000): duplicate other people's powers and skills
Air Control(20): control movement of air
Air Walking(5): walk fight and run on air as if it was solid ground
Analytical Smell/Tracking Scent(10): identify and track things by smell
Animal Mimicry(50): imitate powers or skills of animals, like a spiders cling, or a cheetah's running
Attraction/Repulsion(15): attract or repel things to you physically
Broadcast Empath(20): toy with people's emotions
Cell Rot(20): decompose organic matter
Chameleon(5): resemble other people
Comprehend Languages(5): speak any language
Continuum Control(550): alter the nature of matter and control the space/time continuum
Control(50): menatl control over a foe
Damage Transference(15): heal wounds on someone
Danger Sense(25): sense danger
Density Increase(10): increase your mass, become tougher, heavier, and slower
Detect(10): detect something of your choice (lies, radiation, evil, carrots, etc.)
Directional Hearing(5): pinpoint the location of a sound
Dispersal(10): become intangible like a ghost
Earth Control(20): control the movement of earth
Empathy(10): feel others emotions
Extended Hearing(5): hear things far away
Flame Control(10): control intensity and spread of flames

Mind Blank(5): negate mind-reading or scanning attacks

Mind Field(20): like a force field against mind attacks
Mind Probe(20): read thoughts and memories
Mind Over Matter(15): neutralize the effects of physical damage for a time

Remote Sensing(35): clairvoyance, clairaudience, and clair(other senses)

Shape Change(35): turn self into an animal
Sonar(10): you have sonar
Speak With Animals(5): Dr Dolittle
Super Hearing(5): hear high and low frequencies
Super Ventriloquism(5): throw voice REALLY far
Suspension(5): put self into a trance
Telekinesis(15): move objects with your mind
Telepathy(20): establish mental contact
Teleportation(50): teleport really far
Telescopic Vision(5): see a guy who teleported without binoculars
Thermal Vision(5): see variations in temperature
Time Travel(500): go forward or back in time
Truesight(5): see through illusions or concealment
Ultra Vision(10): see in the dark or at night
Warp(100): open an extra-dimensional rift between two points
Water Control(35): control movement and flow of water
X-Ray Vision(15): see through virtually anything
Air Animation(30): create air elemental
Animal Control(25): control animals. Major hero Aquaman had this with a limitation of `fish friends only'.
Animal Summoning(35): summon animals to you
Animate Dead(25): create zombies
Animate Image(35): cause pictures to come to life
Animate Objects(30): cause inanimate objects to come to life
Aura of Fear(30): generate aura that causes fear
Awareness(5): in tune with the cosmos
Dimension Travel(500): travel between dimensions, summon things from or banish things to another dimension
Dumb Luck(200): get lucky when needed
Earth Animation(25): create earth elementals
Enchantment(200): bestow an increase on anothers abilities or powers
Exorcism(5): remove a person from effects of possession, mind control, etc
Eye of the Cat(20): see through the eyes of an animal
Flame Animation(25): create fire elementals
Ice Animation(25): create ice elementals
Joined(5): join self with earth so can't be moved
Magic Blast(20): zap folks with a magic attack
Magic Field(20): like a force field versus magic attacks
Magic Sense(5): detect magic and magic-using creatures
Magic Shield(10): like a force shield versus magic attacks
Mystic Freeze(20): magically restrict an opponent
Mystic Link(+10): add to another power and it becomes a magic spell
Plant Control(20): control plants
Plant Growth(20): a super green thumb
Shouting(5): make such dramatic speeches people will stop and listen
Sorcery(750): use any of the other powers as a spell
Speak With Plants(35): communicate with the worldwide consciousness of plants
Spirit Travel(15): astral travel
Spiritual Drain(15): spiritual vampirism
Transmutation(15): turn an element or compound into another element or compound
Vampirism(35): steal opponent's health for yourself
Voodoo(20): cause damage to others who laugh at you for playing with dolls
Water Animation(25): create water elementals
Weather Control(25): manipulate and control weather
Omni-Power(500): possess awesome control over the forces of the universe which let's you use any power or skill
Self-Link(+50): add to another power and it allows you to assume that form. Example- self liked acid turns you into an acid blob, self-liked warp turns you into a hole in space, self-linked spirit travel means you ARE a ghost

Connection(10/15): With an individual or organization. Choose either low or high. A high connection is especially close or important.
Connoiseur(5): appreciation and knowledge of life's finer things
Free Access(10/15): has press pass (or police credentials) allowing access to restricted area. More expensive version also allows access to government and military facilities
Gadget(variable): an item of equipment, like Green Lantern's ring, or Wonder Woman's lasso. You may make all your powers gadgets and be like Rocket Red or Booster Gold.
Genius(25): allows you to use gadgetry to create things unavailable to 20th century technology
Gift of Gab(20): master of verbal interplay
Headquarters(10/15): either confined (a secret room), or expansive (like the Batcave)
Insta-Change(5): can switch into costume instantaneously (like Flash) instead of having to spend time to change.
Intensive Training(20): represents an extremely skilled hero (like Batman) as opposed to a mega powered one (like Batman). This reduces cost for all skills taken, but makes powers more expensive.
Iron Nerves(20): resistance to fear and intimidation
Leadership(25): skill at strategic planning and giving orders
Lightning Reflexes(20): lightning fast reflexes and reaction times
Luck(15): unusually fortunate
Magical Background(10): character is inherently magical in nature
Omni-Connection(25): has friends and potential Connections nearly everywhere

Popularity(20/40): respect from the citizenry and media. Is very popular or extremely popular
Rank(variable): has official military rank
Rich Family/Friends(15): rich family or friend you can sponge off every so often
Ritual(variable): knows how to duplicate a power using batwings and frog eyes
Scholar(10): great deal of knowledge about a particular topic
Sharp Eye(15): keen eye for detail and exceptional perception
Sidekick(variable): you get your own Robin
Silent Assistant(15): an NPC helper like Alfred helps Batman
Miscellaneous Advantage(50): an advantage that doesn't fit in any of the other catagories
Drawbacks-
Age(15): unusually old(50+) or young(17-)
Arch Enemy(15): Like Bizarro to Superman, or Reverse Flash to Flash, or Sinestro to Green Lantern
Authority Figure(15): responsible for the welfare of a large group of people
Dark Secret(25): a deep secret that the disclosure of would end the hero's heroic career
Exile(10/15): ostracized from native civilization either voluntarily or forced

Rage(5/25/50): possesses an uncomntrollable fury- either minor, serious, or catastrophic
Secret Identity(10): nobody knows who you really are
Strange Appearance(30): extremely strange looking
Traumatic Flashbacks(60): relives a distressing past event
Uncertainty(15): unsure of abilities and questions own convictions
Vulnerability(variable): weakened under special circumstances. Either an attack, a fatal, or a loss vulnerability.
