The Story
In a not-so-far future, sea levels have risen 100 foot, flooding most of the coastal plains of the United States. This 'Deluge' was a catastrophic event, displacing millions of people and causing the break-up of the United States itself.
Now, a generation after the flood, because of the population preasures, new coastal cities have been built, partly floating on the water, and many people find their livelihood on or under water. Patricia Beenan is one of them. She owns a two-person submarine and does underwater salvage and maintenance work. When she is sent out to find the source of an oil leak for a major oil company, she discovers a ship filled with illegal immigrants that has recently been sunk. The INS vessel nearby acts suspiciously and Patricia flees, but not after sending a video documentary of her discovery to major networks.
Commander Thomas Becket is sent by the INS to investigate. He overcomes Patricia's initial suspiscion and together they uncover a conspiracy by a group of right-wing anti-immigratipn people.
Evaluation
Nice story, sometimes a bit slow, although the story picks up considerably towards the end. The science background of the Deluge and its consequences has not been worked out in great detail, leaving me at times to ask "why is that"? The Spanish interspersed in the novel can be distracting for someone who doesn't know the language.
